SUMMARY

A request to authorize the expenditure of construction funds up to $1,432,990 for Capital Improvement Program (CIP) Project #42072 – San Gabriel-Elliot Interconnect.

RECOMMENDATION

Authorize the expenditure of construction funds up to $1,432,990 for Capital Improvement Program (CIP) Project #42072 – San Gabriel-Elliot Interconnect. (Steve Scinto, Director of Engineering)

FISCAL IMPACT

CIP Project #42072 – San Gabriel-Elliot Interconnect is currently programmed in the FY2025-FY2029 CIP with a total project budget of $2,276,000 with an estimated completion date of March 2025.

BACKGROUND AND PREVIOUS ACTIONS

Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.

On June 12, 2023 (AI-1537), Council approved CIP #42072 – San Gabriel-Elliot Interconnect in the adoption of Resolution No. 2023-2318 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the City of Goodyear for FY2024.

On June 10, 2024 (AI-1797), Council approved the carryover of CIP #42072 – San Gabriel-Elliot Interconnect as a part of the FY2025 budget in the adoption of Resolution No. 2024-2381 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the City of Goodyear for FY2025.

STAFF ANALYSIS

CIP Project #42072 – San Gabriel-Elliot Interconnect will provide final construction services. In general, the proposed improvements include fiber optic conduit and cable along West Elliot Road between South San Gabriel Drive East and South San Gabriel Drive, terminating at the existing driveway to the Corgett Wash Water Treatment Plant.

A city network connected by fiber optic infrastructure supports a wide range of systems, including SCADA, Traffic Management, Public Safety Systems, Building Management, CCTV and Surveillance, GIS, Communication Systems, and Public Transportation Systems. Integrating these systems into a city network connected by fiber optics ensures high-speed, reliable, and secure communication, leading to improved operational efficiency and better service delivery for residents.

This Council Action Request is to obtain authorization for the expenditure of construction funds for CIP Project #42072 – San Gabriel-Elliot Interconnect.
