RECOMMENDATION
ADOPT RESOLUTION NO. 2024-2422 ESTABLISHING PUBLIC RIGHT-OF-WAY REQUIRED FOR THE INSTALLATION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF SOUTH COTTON LANE AND WEST ELWOOD STREET; PROVIDING FOR AN EFFECTIVE DATE AND RECORDATION. (Kimberly Romero, Real Estate Coordinator)
FISCAL IMPACT
The proposed declaration of right-of-way as described will have no fiscal impact on the City in fiscal year 2025 or any future year.
BACKGROUND AND PREVIOUS ACTIONS
The City of Goodyear acquired approximately nineteen (19) acres of real property generally located at the northwest corner of S. Cotton Lane and W. Elwood Street by Special Warranty Deed, recorded on December 28, 2007, in instrument 2007-1356154 (the “City Property”).
STAFF ANALYSIS
As part of Capital Improvement Project #42063 S. Cotton Lane and W. Elwood Street Traffic Signal Improvements, certain traffic signal improvements need to be constructed on a portion of the City Property. Because traffic signal improvements are to be located within the public right-of-way, the portion of the city-owned property upon which the improvements are to be located, needs to be declared public right-of-way. Accordingly, staff is recommending the adoption of Resolution 2024-2422, declaring a portion of City Property as public right-of-way.
