RECOMMENDATION
Approve the MOU with AZDPS regarding the issuance of alias social security numbers for undercover police investigations. (Brian Issitt, Chief of Police)
FISCAL IMPACT
The officers currently working undercover and additional costs for the identities are included in the department's fiscal year 2025 general budget.
BACKGROUND AND PREVIOUS ACTIONS
The Goodyear Police Department's Special Investigations Unit (SIU) performs investigations in an undercover capacity as part of their daily functions. As part of this activity, the officers need to occasionally hide their personal identities and use undercover identities. The process of obtaining an alias identification from the Arizona Department of Transportation requires social security numbers to be issued associated with the individual. To ensure the integrity of the program, the Social Security Administration has designated the Arizona Department of Public Safety (AZDPS) as the point of contact for all AZ state and local law enforcement agencies regarding SSNs.
STAFF ANALYSIS
AZDPS requires a memorandum of understanding that defines responsibilities and the process for agencies to request SSNs. The current MOU was signed in 2019 and expires in September 2024. To continue investigations in an undercover capacity and remain in compliance with the rules for the program, the department is requesting that the MOU be renewed for another 5-year term.
