SUBJECT: INTERGOVERNMENTAL AGREEMENT (IGA) WITH MARICOPA COUNTY FOR SARIVAL AVENUE INTERSECTION IMPROVEMENTS AT LOWER BUCKEYE ROAD AND MAGNOLIA STREET

SUMMARY

Approve an Intergovernmental Agreement (IGA) with Maricopa County for maintenance and operation of two Sarival Avenue intersections that will be improved as part of two City capital improvement program (CIP) projects.  The IGA relates specifically to maintenance and operation responsibilities for a portion of Lower Buckeye Road at Sarival Avenue that will receive traffic signal and roadway improvements (CIP #42047), and a portion of Magnolia Street at Sarival Avenue that will receive roadway improvements (CIP # 42048).

ADOPT RESOLUTION NO. 2025-2472 APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR OPERATIONS AND MAINTENANCE OF THE INTERSECTIONS AT SARIVAL AVENUE AND LOWER BUCKEYE ROAD AND SARIVAL AVENUE AND MAGNOLIA STREET, PROVIDING AUTHORIZATION, DIRECTION, AND AN EFFECTIVE DATE. FISCAL IMPACT

There is no direct fiscal impact related to the approval of this IGA.

For overall project context, the two CIP Projects (#
42047 and #42048) are currently programmed in the City's FY2025-FY2029 CIP with a combined budget of $22.9M and an estimated completion date of June 2027.  The operations and maintenance of this infrastructure has been anticipated and will be included in future operating budgets as appropriate.

BACKGROUND AND PREVIOUS ACTIONS

On June 10, 2024 (AI-1797), Council approved CIP #42047 and CIP #42048 in the adoption of Resolution No. 2024-2381 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the city of Goodyear for FY2025.

STAFF ANALYSIS

The two CIP projects (CIP #42047 and CIP #42048) include improvements to widen the west side of Sarival Avenue, between Yuma Road and Elwood Street, including a new traffic signal at Yuma Road and Lower Buckeye, additional travel lanes, streetlights, and a raised median.

A portion of these improvements are within Maricopa County right of way, specifically the west leg of Lower Buckeye, and a small segment of Magnolia Street.

Sarival Avenue and Lower Buckeye Road is an existing unsignalized intersection with stop control in all directions. The west leg of the Intersection is owned and operated by Maricopa County. The north, east and south legs of the intersection are owned and operated by the City. This IGA will bring the west leg of the intersection into the city of Goodyear through future annexation, where the traffic signal and associated equipment will be installed to Goodyear standards. The IGA outlines the requirements by the City and Maricopa County for permitting and annexation to allow the City to own and operate the new traffic signal equipment at all corners of the intersection.

Sarival Avenue and Magnolia Street is an existing T-intersection, with stop control in one direction. The west leg of the intersection is owned and operated by Maricopa County. The north, east and south legs of the Intersection are owned and operated by the City. The widening of Sarival Avenue at Magnolia Street includes curb, sidewalk, and ADA ramps that extend into Maricopa County's right of way. The IGA includes City maintenance responsibilities for the portion of curb, sidewalk, and ramps that extend into Maricopa County right of way.

Staff recommends adoption of Resolution 2025-2472, Attachment A with IGA including Exhibits A and B, approving and authorizing the execution of an IGA between Maricopa County and the city of Goodyear for operations and maintenance for two Sarival Avenue intersections. The approval and execution of the IGA will allow the City's CIP projects to obtain necessary permitting to proceed.
