SUMMARY
This Intergovernmental Agreement between the city of Goodyear and the Arizona Department of Public Safety (DPS) allows for the Goodyear Police Department's participation with the Arizona Vehicle Theft Task Force.

RECOMMENDATION
Authorize the City Manager or her designee to execute the IGA with DPS to allow the Goodyear Police Department to participate in the vehicle theft task force. (Brian Issitt, Chief of Police)
FISCAL IMPACT
DPS will reimburse the city for 75% of the officer's salary and employee-related expenses, not to include vacation or sick leave. The city will receive 100% of the officer's pre-authorized Task Force-related activities overtime up to 20 hours per month. All other expenses for the officer identified to work on the task force are included in the Police Department's base budget.
BACKGROUND AND PREVIOUS ACTIONS
The Vehicle Theft Task Force is a multi-jurisdictional task force established to provide additional resources to communities to enhance law enforcement services concerning vehicle theft through a cooperative process. The goals of the task force focus on disrupting vehicle theft in our community and state; gathering and reporting intelligence data relating to vehicle theft; conducting covert operations; and engaging in other traditional methods of investigation with the goal of reducing thefts. The Goodyear Police Department participated in the DPS Vehicle Theft Task force until 2022. In March 2023, the Chief notified AZ DPS that Goodyear would no longer provide an officer, due to hiring and retention challenges.
STAFF ANALYSIS
From 2023 to 2024, the number of stolen vehicles has increased by 25%. To support the city's growth, part of the department's strategic planning is to build a proactive vehicle theft unit. By reestablishing participation in the task force, the department can begin to build expertise while utilizing the task force's resources to address a growing issue. The department will reach a staffing level in fiscal year 2026 that allows a dedicated resource to be assigned. The force multiplier that the task force provides also allows our property crimes unit to refocus on its primary mission. The city is reimbursed for 75% of the officer's time, including employee-related expenses and 100% of the task force over time, up to 20 hours per month. The department believes that participation in the AZDPS VTTF will greatly benefit the city and positively impact the growing concern about stolen vehicles within the city of Goodyear. The IGA is included as Attachment A.
