Summary
Council to receive an update on the Police Department's Fiscal Year (FY) 2027–2031 Strategic Plan as identified in the city's Strategic Plan item within the Safe and Vibrant Community focus area. (Brian Issitt, Chief of Police)
FISCAL IMPACT
There is no direct fiscal impact related to this item. The Strategic Plan will be a guide for budget and Capital Improvement Project requests in future fiscal years.
BACKGROUND AND PREVIOUS ACTIONS
On November 17, 2025, Council adopted the updated city of Goodyear FY2026-2029 Strategic Plan. Within the Safe and Vibrant Community Focus Area, the Police Department was tasked with developing a comprehensive Strategic Plan to ensure organizational decisions are driven by data-informed strategic planning. The Police Department's Strategic Plan is critical to addressing both current operational demands and the evolving needs of a rapidly expanding community. The Strategic Plan, included as Attachment A, identifies four primary focus areas: Operational Capacity, Infrastructure and Technology, Community Engagement, Crime Prevention and Problem-Solving, and Culture, Training, and Wellness. Given Goodyear's accelerated growth trajectory, the Strategic Plan will undergo annual evaluation incorporating current crime trend analysis, economic development projections, and emerging community needs.
STAFF ANALYSIS
In November 2025, Chief Issitt presented his inaugural 2025 Strategic Assessment for the Police Department. This comprehensive document identified the department's organizational strengths and areas for improvement while establishing a near-term roadmap for strategic growth and operational transformation. Chief Issitt has since initiated departmental restructuring to align with this vision. The FY2027-2031 Strategic Plan builds upon this foundation, providing a long-term framework for organizational development informed by statistical analysis, collaborative input from the Operations, Support, and Professional Services Divisions, and the Chief's strategic vision. As Goodyear experiences continued growth, this strategic plan will serve as the guiding framework for future departmental development, personnel allocation, and annual fiscal planning and budget requests to Council.
