| SUBJECT: | RETROACTIVE APPROVAL OF GRANT APPLICATIONS WITH MARICOPA ASSOCIATION OF GOVERNMENTS (MAG) FOR ARTERIAL WIDENING, REHABILITATION, AND RECONSTRUCTION PROGRAM FUNDS |

SUMMARY
The Maricopa Association of Governments (MAG) issued a call for projects in March 2025 under two competitive federal funding programs: the Arterial Widening Program (AWP) and the Arterial Rehabilitation and Reconstruction Program (ARRP). The city of Goodyear submitted one application to each program prior to the May 2, 2025, deadline. The AWP application proposes widening improvements at Estrella Parkway and Yuma Road to address congestion and multimodal safety. The ARRP application proposes pavement rehabilitation and Americans with Disabilities Act (ADA) upgrades along Estrella Parkway between McDowell Road and Van Buren Street.

FISCAL IMPACT
The projects associated with these applications have been included as a part of the budget. If the city’s applications are awarded, the primary fiscal impact will be the required 30% local cost-share, as well as ongoing maintenance responsibilities for the completed improvements. As both the Arterial Widening and Arterial Rehabilitation and Reconstruction Programs are federally funded, all reimbursement requests will be processed through the Arizona Department of Transportation.
The city currently maintains the existing pavement and related infrastructure—such as signing, striping, landscaping, sidewalks, street lighting, and traffic signals—within the rehabilitation project area. As a result, no significant change in ongoing maintenance costs is anticipated for that project. Any additional maintenance costs associated with the widening project are expected to be minimal and can be absorbed by the Public Works Department using existing resources.

MAG administers the AWP and ARRP as part of the region’s federally funded transportation investment strategy. These programs utilize Surface Transportation Block Grant Program (STBGP) funds to support projects that enhance mobility, safety, and infrastructure condition on key arterial corridors.
On March 28, 2025, MAG issued a call for projects for the FY 2026–2028 funding cycle. Applications were due by May 2, 2025. In response, city staff prepared and submitted two applications: one to the AWP for half-street widening improvements at Estrella Parkway and Yuma Road, and one to the ARRP for a mill and overlay rehabilitation project on Estrella Parkway from McDowell Road to Van Buren Street. Due to the short timeframe between the March 28, 2025 call for projects, the staff evaluation of the call for projects, and the May 2, 2025, due date for applications, staff was not able to request full Council approval to submit the city's applications prior to the due date.
On May 1, 2025, the Mayor conditionally authorized submission of the AWP and ARRP applications, contingent on Council approval by Resolution (Attachment A – Resolution No. 2025-2476 and Attachment B – Resolution No. 2025-2477). The AWP was approved by Council as part of the five-year CIP plan.

STAFF ANALYSIS
Both projects represent high-priority transportation needs that support the city’s ongoing efforts to enhance roadway safety, extend the life of existing infrastructure, and improve mobility for all users. The rehabilitation project addresses aging pavement conditions and brings pedestrian facilities up to current accessibility standards, while the widening project helps reduce congestion and provides better connectivity in a developing area of the city. These grant opportunities allow the city to leverage regional funding to complete critical improvements with reduced impact on local resources. Staff determined that both projects were strong candidates for submission based on program criteria, project readiness, and alignment with long-term transportation goals.
