SUMMARY
This is a request to adopt the updated “Engineering Design Standards and Policies Manual 2025 Edition”. The Engineering Design Standards and Policies Manual (EDS & PM) identifies the minimum requirements for the design and construction of public and private infrastructure within the city of Goodyear.

FISCAL IMPACT
There is no direct budget impact associated with the adoption of the EDS & PM 2025 Edition. However, the EDS & PM 2025 Edition identifies requirements for infrastructure and materials that will be used to inform the city for future Capital Improvement Programs and for the maintenance of existing city assets, which will be used to budget for such projects.
BACKGROUND AND PREVIOUS ACTIONS
The purpose of the EDS & PM is to identify the city’s minimum requirements for the design and construction of public and private infrastructure. The EDS & PM applies to both city and private infrastructure projects, including, but not limited to, construction projects for water infrastructure, wastewater infrastructure, transportation infrastructure, and storm water infrastructure.
The standards were last updated on August 29, 2017, when Council adopted Ordinance No. 17-1359. Prior to that, the last comprehensive update occurred in 2012 when Council adopted Ordinance No. 12-1276.
The proposed 2025 updates to the EDS & PM were presented to Council at its Work Session on July 7, 2025.

STAFF ANALYSIS
The updates to the EDS & PM began in December 2023 with three coordination meetings among internal stakeholders. The city hired an external consultant, who collected staff input, researched best practices, and compared standards to other communities within Maricopa County. Staff made the proposed revisions available to internal and external stakeholders and solicited input from the city’s current and past customers, which primarily included developers and engineers. The updates to the EDS & PM also included meetings to discuss external comments and examine external suggestions with the appropriate internal stakeholders. Customers that submitted comments were informed of how the city addressed their requests and were given opportunities to discuss their comments.
Following the vetting process, staff identified approximately 3,000 needed revisions to the EDS & PM. These revisions are included in the proposed City of Goodyear EDS & PM 2025 Edition.
The EDS & PM 2025 Edition includes an analysis of current industry conditions, including process improvements needed to clarify existing procedures for both staff and the public. When considering changes, staff endeavored to identify needs that were specific to Goodyear while comparing many aspects of the standards to other cities within Maricopa County. The revised standards also align with recent updates adopted in the 2025 Integrated Water Master Plan (IWMP).
Staff recommends that the City Council Adopt Ordinance No. 2025-1638, included as Attachment A, adopting the EDS & PM 2025 Edition, which reflects an effort to bring the city in alignment with changes in industry standards, changes in operational needs, advances in technology, clarification of requirements, and the needs of the private development community.
