SUMMARY
A request to authorize the expenditure of funds up to $780,000 for the development of a Road Safety Action Plan utilizing the grant funding awarded to the City of Goodyear by the United States Department of Transportation (USDOT) through its Safe Streets and Roads for All (SS4A) program.

RECOMMENDATION

FISCAL IMPACT
BACKGROUND AND PREVIOUS ACTIONS
Per city of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.
On March 25, 2024 (AI-1969), Council adopted Resolution No. 2024-2400 authorizing the submission of an application for SS4A discretionary program funding through the USDOT, authorizing the City Manager to execute all documents relating to said application, and authorizing the City Manager to execute a grant agreement (if grant funds are awarded), and authorizing the City Manager to approve the required budget transfer (if grant funds are awarded).
On May 20, 2024, the USDOT formally notified the City of its selection for an award of SS4A funding.
On December 4, 2024, the City and the USDOT finalized the SS4A grant agreement for the project (Attachment A).
On February 4, 2025, Goodyear posted a Request for Qualifications (RFQ) solicitation for the development of SS4A Road Safety Action Plan.
On February 27, 2025, the RFQ solicitation closed with 5 qualified submissions. The evaluation panel completed its evaluation process, selecting Stanley Consultants, Inc.

STAFF ANALYSIS
The SS4A project will provide the development of a Road Safety Action Plan utilizing the awarded SS4A grant funds. In general, this will include the development of a comprehensive, data-driven Road Safety Action Plan aimed at eliminating roadway fatalities and serious injuries. The Plan will include reference to the City’s Transportation Master Plan, General Plan, Parks and Recreation Plan, and all associated plans to establish clear goals, objectives, strategies, and performance measures. These components are intended to foster a safety-oriented culture and address the needs of all road users, pedestrians, cyclists, and motorists. The action plan will develop a framework to ultimately achieve zero fatalities.
The SS4A project will also include demonstration activities to evaluate and select effective bike lane safety treatments for future implementation. These demonstration activities will test various materials (paint, thermal sheeting, etc.) and other countermeasures that enhance bike lane visibility and pedestrian safety. The location of the treatments will be at a targeted set of intersections and street segments that represent diverse traffic volumes and turning patterns. Material performance will be monitored for visibility, durability, and wear, with additional feedback from the community on perceived safety improvements.
Upon completion of the Road Safety Action Plan, the final document will guide future safety improvement projects, providing details on improvement types, recommended locations, estimated costs, and educational opportunities to create a safety culture within the City.
