SUBJECT: APPROVAL OF INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN WEST VALLEY AGENCIES FOR USE OF FIRE APPARATUS

SUMMARY

The Goodyear Fire Department seeks to enter into an Intergovernmental Agreement (IGA) with West Valley agencies to facilitate the ability to lend and borrow various fire apparatus and related emergency response equipment on an as-needed basis to benefit public safety.

RECOMMENDATION

Approve the IGA between West Valley Agencies, providing authorization and direction to the City Manager, or designee, to take actions and execute documents necessary to carry out the intent of the agreement. (Tim Wayne, Interim Fire Chief)

STIPULATIONS

The agreement specifies that the loaned equipment must be used exclusively for fire prevention, firefighting, and life-saving treatment and transportation. Both parties agree to operate in good faith when determining whether any damage to the equipment exceeds normal wear and tear. In addition, the borrowing partnering agency is responsible for all operating expenses related to its use, including fuel, oil, and other required operating costs.

FISCAL IMPACT

The Goodyear Fire department will be responsible for all operating costs of the loaned equipment for the duration of the occurrence, which may include fuel, oil, licenses, municipal licenses, and inspection fees (if applicable).  The department will absorb costs within the normal budget.

BACKGROUND AND PREVIOUS ACTIONS

The Goodyear Fire Department previously established a Use of Fire Apparatus IGA with the City of Phoenix Fire Department, which was approved Mayor and Council February 24, 2025.
This IGA will enhance operational readiness and service delivery of all participating jurisdictions by allowing for the temporary loan or deployment of apparatus during times of mechanical failure, maintenance, increased call volume, or special operations. The agreement promotes regional cooperation, resource efficiency, and continuity of service without compromising public safety.
Participating agencies consist of Arizona Fire & Medical Authority, City of Avondale, City of Buckeye, City of El Mirage, City of Glendale, City of Peoria, City of Surprise, City of Tolleson, Daisy Mountain Fire and Medical District, and Sun City Fire District.  Agencies named will maintain full ownership of their equipment, and the agreement outlines clear terms regarding usage, liability, insurance, maintenance responsibilities, and return conditions. This collaboration supports our commitment to proactive resource management and strengthens our collective ability to protect life and property throughout the region.

STAFF ANALYSIS

This agreement enhances regional emergency response capabilities, improve operational efficiency, and ensure the effective utilization of specialized resources during critical incidents, training events, or equipment shortfalls. The proposed IGA (Attachment A) establishes the terms, conditions, responsibilities, and procedures for the temporary loan, deployment, and return of apparatus among participating jurisdictions, promoting automatic aid and strengthening emergency response throughout the West Valley cities.
