SUBJECT: THREE INTERGOVERNMENTAL AGREEMENTS (IGAs) WITH AGUA FRIA UNION HIGH SCHOOL DISTRICT NO. 216 FOR SCHOOL RESOURCE OFFICER (SRO) SERVICES

SUMMARY

The city of Goodyear and Agua Fria Union High School District No. 2016 wish to enter into Intergovernmental Agreements (IGAs) to provide School Resource Officers (SRO) services to Goodyear High School, Millennium High School, and Desert Edge High School. Under the terms of the agreement, the city will provide trained and certified law enforcement personnel to serve as SROs on school grounds. This partnership aims to ensure a safe learning environment by providing an on-campus police presence and fostering positive relationships between students and law enforcement.

RECOMMENDATION

Approve the IGAs with Agua Fria Union High School District No. 216 for SRO services at Goodyear High School, Millenium High School and Desert Edge High School, and authorize the City Manager or designee to execute the documents necessary to allow the Goodyear Police Department to participate in the SRO program. FISCAL IMPACT

The Police Department’s FY2026 base budget includes the full cost of the SRO program and positions. During the school year, the SRO’s salary will be funded from the district operating budget, excluding holidays, breaks and summer vacations. Per the IGA’s Goodyear High School will pay 25% of SRO’s hourly rate plus benefits during 10-month school year and will be invoiced quarterly. Millennium High School and Desert Edge High School will reimburse the city for 50% of the total cost associated with providing SRO services. Revenue from the school district is recorded into the General Fund.

BACKGROUND AND PREVIOUS ACTIONS

The Council was briefed on the Goodyear Police Department’s School Resource Officer Program during the March 26, 2018, Work Session. Since that time, the city of Goodyear has continued to support SRO programs in collaboration with educational institutions to promote safety and community engagement. These proposed IGAs continue that commitment by formalizing a partnership with the three high schools in the Agua Fria School District to provide ongoing SRO services.

STAFF ANALYSIS

The presence of an SRO on campus enhances school safety, promotes early intervention, and builds trust between students and law enforcement. Shared funding reduces the financial burden on each entity while ensuring a qualified officer is present during school hours. Staff have determined that this agreement is in alignment with the city’s strategic objectives and represents a fiscally responsible and community-focused initiative.
