SUBJECT: REZONE OF APPROXIMATELY 17.55 ACRES LOCATED AT THE NORTHWEST CORNER OF PEBBLECREEK PARKWAY AND MONTE VISTA ROAD, WITHIN THE PALM VALLEY PHASE VIII PLANNED AREA DEVELOPMENT (PAD), FROM PAD TO PAD WITH AN UNDERLYING ZONING OF MULTI-FAMILY (MF-24) WITH A PAD OVERLAY.

SUMMARY

This is a public hearing to request a rezone of approximately 17.55 acres located at the northwest corner of PebbleCreek Parkway and Monte Vista Road, within the Palm Valley Phase VIII Planned Area Development (PAD), from PAD to PAD with an underlying zoning of Multi-Family (MF-24) with a PAD Overlay.

ADOPT ORDINANCE NO. 2025-1637, CONDITIONALLY REZONING APPROXIMATELY 17.55 ACRES OF LAND LOCATED AT THE NORTHWEST CORNER OF MONTE VISTA ROAD AND PEBBLECREEK PARKWAY FROM THE PALM VALLEY PHASE VIII PLANNED AREA DEVELOPMENT (PAD) TO THE PLANNED AREA DEVELOPMENT (PAD) ZONING DISTRICT WITH AN UNDERLYING ZONING DISTRICT OF MULTI-FAMILY (MF-24) WITH A PAD OVERLAY; AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR. FISCAL IMPACT

Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the city. The development is responsible for construction of all infrastructure necessary to serve the site and will generate one-time revenue for the city through payment of permits, construction sales tax, and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues, and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.

BACKGROUND AND PREVIOUS ACTIONS

On August 13, 2025, the Planning and Zoning (P&Z) Commission held a public hearing for the Picerne at Palm Valley Rezone request. After the staff and applicant presentations, three residents spoke in opposition to the rezoning, and two additional residents submitted speaker cards marked “opposed.” Concerns raised included:
  • Higher density in the area, with several noting they purchased their homes knowing the development would be multi-family but capped at two stories.
  • Potential view impacts from private multi-family residences into the Portales at Palm Valley community.
  • The lack of similar two-story height protections along Monte Vista, affecting the Covina at Palm Valley community to the south.
  • Traffic backups when exiting through the gates at Monte Vista Road.
At the conclusion of the public hearing, the P&Z Commission expressed appreciation for the developer’s concessions but also voiced concerns regarding affordability, the number of apartments, the additional density proposed for this location and area, and the lack of condominiums or other affordable options beyond dense rental apartments. At the conclusion of the discussion, the P&Z Commission voted 4–2 to recommend approval, subject to the proposed stipulations outlined in Ordinance 2025-1637 (Attachment A).

A public hearing notice for the Council Meeting was published in the Arizona Republic West Valley Edition on July 25, 2025, at least 15 days prior to the meeting. Additionally, on July 18, 2025, postcards were mailed to 94 adjoining owners, located within five hundred (500) feet of the Property. Further, on July 28, 2025, signs were posted/updated on the site.

STAFF ANALYSIS

Additional information related to this request, including an aerial exhibit (Attachment B) and the Applicant Narrative (Attachment C) are included as attachments to this report. 

Staff recommends that the City Council adopt Ordinance 2025-1637 (Attachment A), consistent with the P&Z Commission's recommendation.
