SUMMARY

This is a public hearing to request a rezone of approximately 1,505 acres in Estrella, located on the east side of Estrella Parkway and south of Estrella Foothills High School, from Planned Area Development (PAD) to PAD with multiple underlying zoning districts.

FISCAL IMPACT

Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the city. The development is responsible for construction of all infrastructure necessary to serve the site and will generate one-time revenue for the city through payment of permits, construction sales tax, and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues, and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.

BACKGROUND AND PREVIOUS ACTIONS

On September 10, 2025, the Planning and Zoning (P&Z) Commission held a public hearing on this item. Following the staff presentation, the P&Z Commission raised questions regarding:
  • The number of proposed residential units compared to the existing entitlement;
  • The overall volume of multi-family development;
  • Water and wastewater capacity; and
  • Infrastructure needed to serve the project.
The applicant provided a presentation in response. The P&Z Commission discussion following the applicant’s presentation focused on the proximity of high-density multi-family adjacent to single-family lots without a transition or buffer, the potential sequencing of single-family development, school capacity, and the timing of Cotton Lane improvements.

Public Comment
  • Three residents spoke in opposition, citing concerns related to construction traffic on Estrella Parkway, the absence of a requirement to construct Cotton Lane, the addition of three- and four-story multi-family buildings, an increase in renters versus owners in Estrella, and impacts to existing parks and wildlife.
  • One resident spoke in support, citing the benefit of new retail and restaurant options accompanying new residents.
  • One letter was read into the record in opposition.
  • Seven residents submitted opposition speaker cards but did not speak.
  • Two residents submitted speaker cards in support but did not speak.
P&Z Commission Action
At the conclusion of the public hearing, the P&Z Commission expressed additional concerns regarding traffic and roadway construction timing for the Estrella community. The P&Z Commission then voted 5-1 to recommend approval of the request, subject to the proposed stipulations outlined in the Ordinance (Attachment A).

A Public Hearing notice for the City Council Meeting was published in the Arizona Republic West Valley Edition on August 22, 2025, at least 15 days prior to the meeting.  Postcards were mailed to 497 adjoining owners located within five hundred (500) feet of the Property on August 19, 2025, and signs were updated on the site on August 25, 2025.

STAFF ANALYSIS

Staff reviewed the applicant's information related to the rezoning of the Estrella 14 community in order to evaluate the request.  Information related to the rezoning request, including an aerial photo, details about the rezoning request, and the applicant's project narrative are provided as Attachments B, C, and D, respectively.  Additionally, to develop a recommendation on the request, staff conducted a detailed evaluation of the relevant criteria summarized in Attachment E.     

Staff recommends that the City Council adopt Ordinance No. 2025-1639 (Attachment A), consistent with the P&Z Commission's recommendation.

Attachments
