SUMMARY
This is a Public Hearing to request a Use Permit for Limited Outdoor Display and Storage of approximately 0.32 acres located at the northwest corner of North Central Avenue and West Van Buren Street.

RECOMMENDATION
Approve the Use Permit request for a limited outdoor display and storage (Tractor Supply Co.) on a 0.32-acre portion of a 6.84-acre parcel (APN 500-03-003M) located at the northwest corner of North Central Avenue and West Van Buren Street (the “Property”) subject to stipulations. (Justin Gabrielson, Senior Planner)

The complete list of stipulations is contained within the Conditions of Approval, included as Attachment A.
FISCAL IMPACT
Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the city. The development is responsible for construction of all infrastructure necessary to serve the site and will generate one-time revenue for the city through payment of permits, construction sales tax and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.
BACKGROUND AND PREVIOUS ACTIONS
On September 10, 2025, the Planning and Zoning (P&Z) Commission held a public hearing for this item. After the staff presentation, one person provided a speaker card in support of the Use Permit but did not wish to speak. At the conclusion of the public hearing, the P&Z Commission voted 6-0 to recommend approval, subject to the proposed stipulations, which are included in Attachment A.
A Public Hearing notice for the City Council Meeting was published in the Arizona Republic West Valley Edition on August 22, 2025, at least 15 days prior to the meeting; postcards were mailed to 106 adjoining owners, located within five hundred (500) feet of the Property, on August 13, 2025, and signs were posted/updated on the site on August 21, 2025.

STAFF ANALYSIS
Details of the Request for a Use Permit
Staff Recommendation:
The applicant is requesting approval of a Use Permit to facilitate the development of an approximately 14,000 square-foot limited outdoor storage and display area within Central Marketplace (Attachment B) and currently zoned C-2 (General Commercial). The Property is located at the northwest corner of West Van Buren Street and North Central Avenue (Attachment C).
Tractor Supply is seeking to locate in the Central Marketplace commercial center. The business includes an approximately 16,000 square foot retail store and a 14,000 square foot outdoor storage area to be located within the parking lot. Outdoor Storage is not permitted in the C-2 (General Commercial) district. However, Outdoor Storage can be permitted through a Use Permit. Additional Details of the Request can be found within the P&Z Commission Staff Report (Attachment G).

Staff Recommendation:
Staff recommends that the City Council approve the Use Permit, consistent with the P&Z Commission's recommendation.
