SUMMARY
On October 21, 2025, the City Council appointed a Subcommittee comprised of three Councilmembers to assist with the recruitment process for the next City Manager. Following the Subcommittee’s initial meeting, a notice inviting proposals was posted to the city's website on November 7, 2025 to solicit executive recruitment firms. The Subcommittee’s initial responsibility was to review the submissions and make a recommendation to the Council.
The Subcommittee convened on November 4, December 4, December 8, and December 11, 2025, to review and score offers, interview the top firms, and discuss selection criteria.
Based on this evaluation, the Subcommittee is recommending WBCP, Inc. to conduct the City Manager recruitment.

RECOMMENDATION
Approval of contract for executive recruitment services to WBCP, Inc. to conduct the recruitment for City Manager. (Lyman Locket, Human Resources Director)
FISCAL IMPACT
The contract with WBCP, Inc. in the amount not to exceed $37,000 for the City Manager recruitment is budgeted in the City Manager's FY2026 operating budget.
BACKGROUND AND PREVIOUS ACTIONS
The City Manager provided the City Council with notice of her intent to retire effective March 6, 2026. Following this notification, the City Council appointed a Subcommittee comprised of three Councilmembers to assist with the initial phase of the search process, including the selection of an executive recruitment firm.
The Subcommittee met on November 4, 2025, to review the materials and process for soliciting proposals for executive recruitment services. The City issued a Request for Quotes (RFQ 26-0061) on November 7, 2025, with offers due on December 2, 2025. The City received a total of fifteen offers, with two deemed non-responsive.
The Subcommittee then met on December 4, 8, and 11, 2025, to review and score the submissions, interview the top three firms, and make a recommendation for award of the contract.
