FISCAL IMPACT

The current cost of senior services provided through an Intergovernmental Agreement (IGA) with city of Avondale (Avondale) is approximately $42,000 and is funded within the fiscal year (FY) 2026 Parks and Recreation operating budget. Avondale staff notified Goodyear staff that the cost to provide senior services in FY2027 will increase to approximately $189,000. To ensure uninterrupted service delivery for Goodyear seniors, Goodyear staff have prepared an FY2027 supplemental budget request to address the projected increase, which is anticipated to be incorporated into the City Manager's FY2027 Recommended Budget. Council will be able to consider the FY2027 supplemental budget request as part of the upcoming budget process, along with a corresponding amendment to the IGA with Avondale.

BACKGROUND AND PREVIOUS ACTIONS

In 2014, Goodyear entered into an IGA with Avondale to provide Goodyear senior residents access to services at Avondale’s Family Resource Center. The agreement established an annual cost of $42,000 and replaced a prior community funding support model. Since its inception, the agreement has remained financially unchanged from FY2014 to FY2026 and has not undergone a comprehensive financial or service-level review.

Under the IGA, Goodyear residents have received access to a range of senior services, including senior programming, congregate meals, home-delivered meals, and transportation. These services have supported the health, independence, and overall well-being of Goodyear’s senior population.

The current agreement is set to expire on June 30, 2026. Avondale has recently reassessed its pricing structure and transitioned to a "per-participant" funding model. As a result, Avondale has proposed an increase in annual funding to approximately $189,000 to continue providing services in FY2027.

STAFF ANALYSIS

Avondale has been a valued and reliable partner since 2014, consistently delivering congregate and home-delivered meals, transportation services, and socialization programming that are essential to maintaining quality of life for many of Goodyear’s seniors. However, the proposed increase from $42,000 to approximately $189,000 represents a significant cost change and has prompted staff to evaluate the current service delivery model.

Goodyear staff have reviewed the proposal and recommend renewing the IGA at the increased cost for FY2027 to ensure uninterrupted service delivery. Continuity of services is critical, as disruptions could negatively impact vulnerable seniors who rely on these programs daily for nutrition, mobility, and social engagement.

During the upcoming annual budget process, Council will be able to review a supplemental budget request to address the increased cost for FY2027. Additionally, staff will return to Council with an amended agreement for approval to extend the IGA through June 30, 2027. Council will be asked to approve both the budget adjustment and the IGA amendment to maintain services during FY2027.

Concurrently, staff will conduct a comprehensive evaluation of long-term senior service delivery options. This review will explore sustainable and cost-effective models, including public-private partnerships and potential city-delivered services. The assessment will align with the city’s broader human and social services framework and will be incorporated into ongoing strategic planning discussions.

Goodyear staff will continue to coordinate closely with Avondale to ensure seamless service delivery and will return to Council at a future date with additional information and recommendations regarding long-term senior service options.
