SUBJECT: RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR ADVANCED METERING KITS AND ACCESSORIES

SUMMARY

The State Homeland Security Grant Program (SHSGP) provides funding to public safety departments to assist with enhancing response capabilities. The Goodyear Fire Department is seeking the funding to purchase two advanced metering kits and accessories, that detect chemical warfare agents, toxic industrial chemicals and materials, fentanyls/drugs, opioids, toxic industrial chemicals and materials using smart spectral processing and raman analysis.

RECOMMENDATION

ADOPT RESOLUTION NO. 2026-2508 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE ARIZONA DEPARTMENT OF HOMELAND SECURITY GRANT PROGRAM FOR $244,100, FOR THE GOODYEAR FIRE DEPARTMENT, TO PURCHASE TWO ADVANCED METERING KITS AND ACCESSORIES, AUTHORIZING THE CITY MANAGER, OR THEIR DESIGNEE, TO EXECUTE ALL DOCUMENTS RELATING TO THE GRANT AWARD AND AUTHORIZING A BUDGET TRANSFER TO ALLOW FOR THE EXPENDITURE OF THE GRANT (IF GRANT FUNDS ARE AWARDED). STIPULATIONS

The funds must be expended within the grant cycle starting October 1, 2026, and ending September 30, 2027.  Any unused funding must be returned to Arizona Department of Homeland Security. 

FISCAL IMPACT

The approximate cost of two advanced metering kits and accessories is $244,100. Any additional costs pertaining to repairs or maintenance following the 1-year manufacturer's warranty would be absorbed within the fire department's budget. These devices will be placed in the asset management replacement plan making them eligible for replacement within the recommended life cycle of 5-7 years from the in-service date, and budgeted accordingly. 

BACKGROUND AND PREVIOUS ACTIONS

The SHSGP assists State, Tribal, and local preparedness activities that address high-priority preparedness gaps across all core capabilities and mission areas where a nexus to terrorism exists. SHSGP supports the implementation of risk-driven, capabilities-based approaches to address capability targets set in urban area, State and Regional Threat and Hazard Identification and Risk Assessments (THIRA).  The capability targets are established during the THIRA process and assessed in the State Preparedness Report (SPR) and inform planning, organization, equipment, training, and excercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catostrophic events. 

The opportunity to purchase two advanced metering kits and accessories would allow the haz-mat team to not only detect chemical warfare agents, but also toxic industrial chemicals and materials associated with manufacturing. Explosive detection capabilities, as well as fentanyls and opioids help fill a gap in our already robust response capabilities. The scope of this purchase is directly related to soft target areas and crowd-gathering events, as well as voting activities and locations.

STAFF ANALYSIS

The advanced metering kits and accessories use smart spectral processing and raman analysis technology to detect Chemical Warfare Agents (CWA) such as blister and nerve agents, toxic industrial chemicals / materials, explosives, fentanyls, consumer products and opioids. The addition of these meters would allow the Goodyear Fire Department to fill a gap in its response capabilities within an objective to protect soft target areas such as large crowd-gathering events and venues, public polling and voting areas, and city government facilities. Staff recommends adopting Resolution No. 2026-2508, included as Attachment A.
