SUMMARY
City Council will receive an update on the Road Safety Action Plan (RSAP) and its associated demonstration project, which are being managed by the Engineering Department (Engineering). Engineering staff are also seeking feedback and guidance from Council regarding the RSAP goal statement. The RSAP is a strategic, data-driven framework aimed at reducing and ultimately eliminating fatal and serious injuries on Goodyear's roadways. Guided by the safe system approach, it combines crash analysis with community input to identify priority safety issues, set clear goals and objectives, and outline targeted strategies to enhance roadway safety across all modes of travel. These strategies extend beyond engineering improvements to include education, enforcement, policy changes, operational changes, and collaborative initiatives that foster a strong safety culture.

FISCAL IMPACT
No fiscal impact at this time. The RSAP development effort and the associated demonstration project are within the Engineering Department's approved budget using a combination of federal United States Department of Transportation (USDOT) grant funding and city local match funding.
BACKGROUND AND PREVIOUS ACTIONS
At the December 18th, 2023, Council meeting, the 2023 Transportation Master Plan was adopted, which included a recommendation for the city to pursue a Safe Streets and Roads for All (SS4A) grant to develop a RSAP.
At the March 25, 2024, Council Meeting, Council authorized the city to apply for SS4A grant funding for the development of a RSAP and the implementation of a bicycle safety demonstration project. The city was awarded USDOT grant funding through its SS4A program in May 2024.
After completion and execution of the SS4A grant agreement, city staff issued a request for qualifications (RFQ) procurement and selected a consultant (Stanley Consultants) to assist Engineering staff in the development of the RSAP and implementation of the bicycle safety demonstration project.
At the June 9, 2025, Council Meeting, Council authorized the expenditure of funds up to $780,000 ($624,000-80% federal / $130,000-20% local city match) for the development of a RSAP and the implementation of the bicycle safety demonstration project.

STAFF ANALYSIS
Engineering staff are providing an update on the RSAP work completed to date, and an overview of the RSAP development schedule. In addition, the update covers progress on the corresponding bicycle safety demonstration project, which was included in the city’s SS4A grant application and award. The bicycle safety demonstration project will test and evaluate various green bike lane pavement marking materials and placement locations, which will guide potential future adoption and implementation of an enhanced bike lane marking standard within the city.
Ongoing RSAP work includes further crash analysis, identification of a high-injury network, and continued public and stakeholder engagement. These efforts will inform the selection of effective strategies and countermeasures to reduce fatal and serious-injury crashes on Goodyear’s roadways.
Engineering staff will also introduce the RSAP’s proposed goal statement and are seeking guidance from City Council on this proposed goal, as well as overall feedback on the development of the RSAP.
