Summary
This is a Councilmember request for information regarding interim positions within Goodyear’s leadership team. City of Goodyear Policy and Guideline (P&G) 320, included as Attachment A, authorizes the City Manager, Deputy City Manager, or a designated representative to approve an employee to serve in an acting or interim capacity to temporarily fulfill the duties of a higher-level position. FISCAL IMPACT
There is no direct fiscal impact related to this item. Employees serving in an acting or interim assignment receive a pay adjustment in accordance with P&G 200 and 210, included as Attachment B, for the duration of the assignment. The pay adjustments are covered in Fiscal Year 2026 approved budget.
BACKGROUND AND PREVIOUS ACTIONS
In accordance with the city’s Council Meeting Rules of Procedures adopted by Resolution No. 2025-2441, items may be placed on an agenda for discussion by a written request to the Mayor, City Manager or City Clerk by a Councilmember with support from two additional Councilmembers. A request was received by Councilwoman Gillis, Vice Mayor Hampton and Councilmember Beckles.
STAFF ANALYSIS
City of Goodyear P&G 320 authorizes the City Manager, Deputy City Manager, or a designated representative to approve an employee to serve in an acting or interim capacity to temporarily fulfill the duties of a higher-level position. Such assignments are made for a defined period and may not exceed two (2) years. Employees serving in an acting or interim assignment receive a pay adjustment in accordance with P&G 200 and 210 for the duration of the assignment.
In addition to ensuring operational continuity, acting and interim assignments provide valuable leadership development opportunities for current employees and support the city’s succession planning efforts by allowing emerging leaders to gain experience in higher-level roles.
