SUMMARY

City Council will receive an update on the proposed focus areas for the Road Safety Action Plan (RSAP) currently under development by the Engineering Department (Engineering). Engineering staff are seeking feedback from Council regarding the RSAP proposed focus areas. The RSAP is a strategic, data-driven framework aimed at reducing and ultimately eliminating fatal and serious injuries on Goodyear's roadways. Guided by the safe system approach, it combines crash analysis with community input to identify priority safety issues, set clear goals and objectives, and outline targeted strategies to enhance roadway safety across all modes of travel. These strategies will extend beyond engineering improvements to include education, enforcement, policy changes, operational changes, and collaborative initiatives that foster a strong and safe community.

FISCAL IMPACT

No fiscal impact at this time. The RSAP development effort is within the Engineering Department's approved budget using a combination of federal United States Department of Transportation (USDOT) grant funding and city local match funding.

BACKGROUND AND PREVIOUS ACTIONS

At the December 18, 2023 Regular Council meeting, the 2023 Transportation Master Plan was adopted, which included a recommendation for the city to pursue a Safe Streets and Roads for All (SS4A) grant to develop a RSAP.

At the March 25, 2024 Regular Council Meeting, Council authorized the city to apply for SS4A grant funding for the development of a RSAP and the implementation of a bicycle safety demonstration project. The city was awarded USDOT grant funding through its SS4A program in May 2024.

After completion and execution of the SS4A grant agreement, city staff issued a request for qualifications (RFQ) procurement and selected a consultant (Stanley Consultants) to assist Engineering staff in the development of the RSAP and implementation of the bicycle safety demonstration project.

At the June 9, 2025 Regular Council Meeting, Council authorized the expenditure of funds up to $780,000 ($624,000-80% federal / $130,000-20% local city match) for the development of a RSAP and the implementation of the bicycle safety demonstration project.

At the March 2, 2026 Council Work Session, Engineering staff gave the first RSAP update, which included the demonstration project and requesting feedback for the RSAP goal statement. Staff informed Council of the RSAP development timeline.

At the April 13, 2026 Work Session, Engineering staff updated Council on progress on the RSAP. Staff specifically highlighted the community engagement aspect of the RSAP and how the community can continue to be involved with the RSAP survey and comment map created to provide public input and feedback on the RSAP.

STAFF ANALYSIS

Engineering staff are providing an update on the Road Safety Action Plan (RSAP), specifically the proposed focus areas for the RSAP, including work completed to date and the overall development schedule. 

The RSAP's five proposed focus areas are tailored to the city of Goodyear and include: 1.) General Strategies and Policies; 2.) Human Behavior; 3.) Intersections; 4.) Growth and Congestion Management; and 5.) Pedestrian and Bicycle Safety.

Current RSAP efforts include continued strategy development and identification of potential projects.  These efforts will support the selection of effective strategies and countermeasures aimed at reducing fatal and serious injury crashes on Goodyear’s roadways.

Engineering staff are seeking City Council’s guidance on the proposed focus areas, as well as overall feedback on the RSAP development.

The project team will continue advancing the RSAP using the Safe System Approach and funding from the SS4A grant, with final adoption anticipated in late 2026.
