SUMMARY

John Fournier, Agent for Avondale Moose Lodge #2078, has submitted an application for a Series 14 (Private Club) liquor license for the location at 1572 S. Cotton Lane, Goodyear, AZ 85338. The applicant is requesting that the city forward a recommendation of approval to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the license.

Recommend approval of Application No. 390657 to the Arizona DLLC for a Series 14 (Private Club) liquor license for Avondale Moose Lodge #2078 located at 1572 S. Cotton Lane, Goodyear, AZ 85338. (Jasmine Pernicano, City Clerk)

FISCAL IMPACT

In compliance with the Goodyear Municipal User Fee Schedule, the applicant submitted the required $635 administrative application fee.

BACKGROUND AND PREVIOUS ACTIONS

The City Clerk's office received a new Series 14 (Private Club) liquor license application on March 26, 2026, from the Arizona DLLC for Avondale Moose Lodge #2078, represented by Agent John Fournier.

In accordance with A.R.S. §4-201(B), the public hearing notice was posted on April 2, 2026, at the establishment for the required 20-day period. This public posting allows individuals within a one-mile radius to submit written arguments for or against the issuance of the license. No public petitions or protests were received during the posting period. The application underwent internal review by the Police Department and Development Services Department, including Code Compliance and Planning & Zoning, with no objections reported. The application is included as Attachment A - DLLC Local Governing Body Report.

STAFF ANALYSIS

The requested Series 14 license is a non-transferable, "on-sale" retail privileges license that authorizes the holder to sell and serve all types of spirituous liquor (beer, wine, and distilled spirits) for consumption exclusively on the licensed premises. Sales and consumption are restricted only to credible members of the club and their invited guests. It is not open to the general public. The applicant has submitted bylaws and membership documentation affirming this operational model.  

State regulations (A.R.S. §4-207) prohibit the issuance of liquor licenses within 300 feet of licensed childcare facilities or K–12 schools; the proposed location complies with these requirements. For context, a One-Mile Report and Evaluation Map is provided as Attachment B, showing existing liquor licenses and two K–12 schools within one-mile.

The Arizona DLLC requires key personnel (owners, agents, and managers involved in daily operations) to complete state-approved Title 4 Basic and Management Training. The applicant has confirmed that both the owner and manager have completed these trainings. Operationally, a manager will be on-site at all times, and valid identification will be required for anyone appearing under the legal drinking age.

The City Council's recommendation will be forwarded to the Arizona DLLC for consideration in their final licensing decision.
