RECOMMENDATION
Approve the appointment of Larry Bryan Langley as the new City Manager and authorize the Mayor, or their designee, to execute the related employment agreement. (Roric Massey, City Attorney)
FISCAL IMPACT
Mr. Langley will receive a base salary of $360,000 annually under the terms of the Employment Agreement. He will also receive an auto allowance, deferred compensation contribution, retirement benefits, stipend, and other employee benefits as defined in the Employment Agreement.
BACKGROUND AND PREVIOUS ACTIONS
Mr. Langley was identified as the preferred candidate for appointment as City Manager following a nationwide recruitment that attracted more than 200 applicants. This recommendation follows multiple rounds of screening and interviews with both internal and external stakeholders within the city. Mr. Langley brings more than thirty (30) years of experience in the public sector, most recently as the current City Manager for Kyle, Texas.
STAFF ANALYSIS
The appointment of Mr. Langley will fill the City Manager position vacated by the retirement of the previous City Manager. The City Manager is the chief administrative officer for the city and is appointed by the City Council. The three-year Employment Agreement (Attachment A) sets the terms and conditions of his employment with the city.
