SUMMARY

Approval of this item will authorize the acquisition of land rights within the project corridor necessary for the completion of Capital Improvement Project (CIP) #60062 Del Camino Lift Station: Force Main and Sewer Relocation project.

RECOMMENDATION

ADOPT RESOLUTION NO. 2026-2517 AUTHORIZING THE ACQUISITION OF REAL AND PERSONAL PROPERTY INTERESTS NEEDED FOR THE DEL CAMINO LIFT STATION: FORCE MAIN AND SEWER RELOCATION PROJECT. (Colton Blyle, Real Estate Specialist; Logan Hopp, Deputy Director of Transportation)

FISCAL IMPACT

CIP #60062 is included in the approved fiscal year (FY) 2026 budget. The budget for the land component is $57,800.00 and will be used to pay compensation for (i) the land rights required for the project; (ii) payment for personal property improvements that may be impacted by the project;(iii) payment of cost to cure; and (iv) transaction-related cost such as title reports, appraisals, appraisal reviews, escrow closing cost, partial release fees, right of entry, title insurance and legal fees of outside counsel and litigation guarantee reports, if eminent domain is required.

BACKGROUND AND PREVIOUS ACTIONS

At the May 24th, 2021, Regular Council Meeting, Council approved CIP #60062 (Goodyear Motel-Country Aire Apartments Sewer Piping) as part of Schedule 9 – Capital Improvement Program List for the FY2022 budget by adopting Resolution No. 2021-2160.

At the May 19th, 2025, Regular Council Meeting, Council authorized the expenditures for Capital Improvement Projects in the 5-year CIP Plan, including CIP #60062 which has changed to be called ‘Del Camino Lift Station: Force Main and Sewer Relocation’ as it was moved from an operations project to a CIP team managed project.

STAFF ANALYSIS

Mayor and Council of the city of Goodyear previously approved CIP #60062 Del Camino Lift Station project to improve the existing sewer lift station and secure access for a wastewater line easement.

The project impacts two parcels located in the project area. A depiction of the portion of the impacted parcels is attached as Exhibit C to Resolution No. 2026-2517 (Attachment A) and a depiction of the interests required for the Project are depicted in Exhibits “A” and “B” to Resolution No. 2026-2517. Engineering Staff and the design consultant have worked diligently to develop a cost-effective design that minimizes the impact to affected property owners, while achieving the goals of the project as described above. Based on current design plans, the City will acquire real property in fee interest and a wastewater line and facilities easement.

Project construction cannot commence until all the necessary real and personal property interests are acquired. The design plans have reached a stage that enables staff to clearly identify the required property interests to be acquired. Obtaining Council authorization allows staff to move forward with the acquisition of the necessary real and personal property rights from the impacted owners.

Accordingly, staff is recommending Council adopt Resolution No. 2026-2517 authorizing and directing staff to acquire, by dedication, donation, purchase, or the exercise of the power of eminent domain, the real and personal property interests needed for the completion of the project from the owners of the properties depicted on the exhibits.
