| SUBJECT: | APPROVAL OF AMENDMENT ONE TO THE INTERGOVERNMENTAL AGREEMENT (IGA) WITH MARICOPA COUNTY FOR HOMELESS OUTREACH SERVICES |

SUMMARY
The City of Goodyear Police Department has partnered with Phoenix Rescue Mission for over five years to offer outreach and support services to individuals experiencing homelessness. As the need for services has increased, the Police Department is recommending enhanced support through a partnership with Maricopa County's Hand in Hand Street Outreach program.
Hand In Hand (HIH), which collaborates with Phoenix Rescue Mission, receives supplementary funding from grants and other sources to expand services across the valley. This Amendment one to the Intergovernmental Agreement (IGA) establishes a partnership between Goodyear and Maricopa County for fiscal year (FY) 2027 to provide targeted outreach through Hand in Hand, including case management, connection to shelter and housing services, transportation, and administration of flex funds for individuals in crisis.
The city will contribute $20,000 from the FY2027 general fund budget toward this program. The amendment agreement term is from July 1, 2026, through June 30, 2027.

RECOMMENDATION
Approve Amendment one to the IGA with Maricopa County, and providing authorization and direction to the Mayor, or their designee, to take actions and execute documents necessary to carry out the intent of the IGA. (Brian Issitt, Chief of Police)
FISCAL IMPACT
The fiscal impact is $20,000, which has been included in the city of Goodyear's FY2027 General Fund budget under Police Department outreach services.
BACKGROUND AND PREVIOUS ACTIONS
The Goodyear Police Department has partnered with Phoenix Rescue Mission for more than five years to provide outreach and support services to unsheltered individuals within the city. These efforts have been managed through the department's Community Action Team (CAT) to help connect individuals experiencing homelessness with resources and shelter.
In response to a rising number of service needs, the department initiated discussions in FY2025 to expand support services. At the August 25, 2025, Regular Council meeting, Council approved the IGA with Maricopa County for Homeless Outreach Services for FY2026 (Contract No. 25-0856).
This partnership model has been successfully implemented in other jurisdictions and now provides Goodyear an opportunity to expand support efforts without bearing the full financial burden.

STAFF ANALYSIS
This agreement enhances the city's existing efforts by expanding support services through Hand in Hand Street Outreach. Outreach teams will operate seven days a week and provide a variety of services. Key examples are: engagement with unsheltered individuals, case management, housing navigation, and transportation assistance.
As a result, staff recommends approving Amendment one of IGA with Marciopa County Human Services Department, included as Attachment A, to access services through their partner organization, Hand in Hand Street Outreach, which works in collaboration with Phoenix Rescue Mission and other valley cities and is partially supported by grants and other non-city funds, which allows for broader service delivery.
The city's $20,000 contribution supports this effort and enables Goodyear's CAT to work more effectively with regional partners. The arrangement provides both direct service expansion and strategic collaboration, aligning with the city's priorities for safety, quality of life, and community well-being.
