SUMMARY

Approve an Intergovernmental Agreement (IGA) with the city of Glendale for construction, operation, and maintenance of a traffic signal at Cotton Lane and Camelback Road Capital Improvement Project (CIP) #42080.

RECOMMENDATION

Adopt Resolution No. 2026-2540 Approving an Intergovernmental Agreement with the city of Glendale for the Construction, Operation, and Maintenance of the traffic signal at Camelback Road and Cotton Lane, providing authorization, direction, and an effective date. FISCAL IMPACT

The Traffic Signal at Cotton Lane and Camelback Road (CIP #42080) project is currently programmed in the city's fiscal year (FY) 2026-2030 Capital Improvement Program with a total project budget of $1.975 million and an estimated completion date of April 2027. This IGA will establish a reimbursement requirement for Glendale to contribute fifty percent (50%) of the project costs at the time of final acceptance of the project. No additional budget is being requested for execution of this IGA.

BACKGROUND AND PREVIOUS ACTIONS

On June 9, 2025, Council approved the FY 2026 budget, which included the expenditures for CIP Projects, including the Traffic Signal at Cotton Lane and Camelback Road (CIP #42080) project.

STAFF ANALYSIS

The Traffic Signal Improvements at Cotton Lane and Camelback Road (CIP #42080) project includes proposed improvements at the Cotton Lane and Camelback Road intersection to install a new traffic signal, provide Americans with Disabilities Act (ADA) compliant intersection curb ramps, and modify pavement striping on all intersection legs. A portion of these improvements are within city of Glendale right of way, specifically the northwest and northeast quadrants of the Cotton Lane and Camelback Road intersection.

The existing Cotton Lane and Camelback Road intersection is unsignalized with stop sign control in all directions. The proposed IGA outlines the requirements of Goodyear and Glendale relating to the construction, maintenance, and operation of a traffic signal at this intersection. This IGA provides for the city to construct, operate, and maintain the traffic signal, which will be designed to Goodyear standards. Upon completion of the traffic signal, Goodyear will own, operate, and maintain the traffic signal, including the improvements located within Glendale's jurisdiction. The IGA requires Glendale to waive permit and plan review fees for the construction of the traffic signal improvements located within Glendale, grants Goodyear a blanket permit for routine and minor maintenance and emergency work on the traffic signal improvements located within Glendale, and further requires Glendale to waive fees for permits needed for work on the traffic signal improvements located within Glendale for major maintenance and non-emergency work. Under the terms of the IGA, Glendale will reimburse Goodyear fifty percent (50%) of the cost of the design and construction of the traffic signal following the completion and acceptance of the traffic signal improvements.

Staff recommends approving Resolution No. 2026-2540 (Attachment A) approving and authorizing the execution of an IGA with the city of Glendale for construction, operation, and maintenance of a traffic signal at Cotton Lane and Camelback Road.
