RECOMMENDATION
Approve the updated salary ranges to ensure market-competitive compensation before beginning the recruitment process for a new Deputy Fire Chief and a new Police Commander, as authorized in the fiscal year (FY) 2027 budget. (Lyman Locket, Human Resources Director)

BACKGROUND AND PREVIOUS ACTIONS
In accordance with Administrative Policy #100 – Position Classification, the city periodically conducts market surveys to assess how our compensation compares to similar organizations. Any changes resulting from these market studies must be approved by Council. The city typically conducts these reviews as part of a citywide comprehensive market study. Our most recent study was completed in 2021, and the next comprehensive survey will begin in July 2026 and conclude in January 2027.
With the approval of two new positions in the FY27 budget, we are preparing to recruit for a Deputy Fire Chief and a Police Commander. To ensure these positions are competitively market-aligned prior to recruitment, we conducted a preliminary market analysis. Based on this review, we are recommending updates to the salary ranges for both classifications.

STAFF ANALYSIS
Approval of the updated salary ranges will ensure our compensation remains competitive with our 11 benchmark cities. The preliminary market analysis indicates that both the Deputy Fire Chief and Police Commander classifications are currently below market averages, which could hinder our ability to attract high-quality candidates for these newly approved FY27 positions. Updating the ranges at this time supports a successful recruitment process, aligns compensation with current market conditions, and maintains the city’s commitment to offering competitive and equitable pay.
