| SUBJECT: | APPROVAL OF AMENDMENT ONE TO THE INTERGOVERNMENTAL AGREEMENT (IGA) WITH MARICOPA COUNTY FOR THE GOODYEAR POLICE DEPARTMENT (GYPD) RECRUIT TRAINING |

SUMMARY
Maricopa County Sheriff's Office (MCSO) offers a Detention Officer Basic Training Academy on an as-needed basis and allows other agencies to provide recruits that are required to be trained. The Intergovernmental Agreement (IGA) enables the Goodyear Police Department to enroll new recruits in the MCSO detention training academy and establishes responsibilities for each party. This Amendment One to the IGA extends the Agreement to September 30, 2030, and increases the registration from $250 to $1000 per registrant.

RECOMMENDATION
Approve Amendment One to the IGA with Maricopa County, and provide authorization and direction to the Mayor, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. (Brian Issitt, Chief of Police)
FISCAL IMPACT
The cost of the new recruits, including the fees to attend the MCSO Detention Officer Training Academy, is funded in the Goodyear Police Department General Fund base budget.
BACKGROUND AND PREVIOUS ACTIONS
The GYPD is utilizing police assistants as detention officers to assist with detainees. MCSO offers a Detention Officer Basic Training Academy for detention employees. Maricopa County has requested the execution of an IGA to allow MCSO to allocate positions, as available, for training related to detention. The first agreement was approved by council on January 10, 2022.
STAFF ANALYSIS
The GYPD would like to continue to maintain the Maricopa County Sheriff's Office Training Academy as an option for training police assistants. MCSO is one of the few agencies with a detention officer academy. Neither the GYPD nor the West Valley departments have a dedicated academy and must rely on other agencies to offer the detention training. This agreement would allow the city to send the current police assistants, who will be assigned detention and transport duties, to the Maricopa County Sheriff's Office Detention Training Academy. Staff recommends approving the Amendment one to the IGA with MCSO, which is included as Attachment A.
