SUBJECT: CANVASS THE JULY 21, 2026 PRIMARY ELECTION RESULTS

SUMMARY

Pursuant to Arizona election law, the City Council is required to canvass the election returns and declare the official results of the July 21, 2026 Primary Election. Maricopa County Elections conducted the election on behalf of the City of Goodyear and has completed the official canvass, which is included as Exhibit A to the attached Resolution. 

Approval of the attached resolution will officially canvass the election and declare the candidates elected to office in accordance with Arizona law and the city’s charter.

RECOMMENDATION

Adopt Resolution No. 2026-2533 Declaring and Adopting the Results of the Primary Election held on July 21, 2026, Declaring the Election of Mayor, Declaring the Election of Councilmembers, Canceling the General Election; and Setting an Effective Date. (Jasmine, Pernicano, City Clerk)

FISCAL IMPACT

There is no fiscal impact associated with adoption of this resolution. Costs associated with conducting the election were approved as part of the FY2027 budget.

BACKGROUND AND PREVIOUS ACTIONS

On February 2, 2026, the City Council adopted Resolution No. 2026-2509 calling for a Primary Election to be held on July 21, 2026, for the purpose of electing one Mayor and three Councilmembers to serve four-year terms beginning January 1, 2027.

The City of Goodyear had two candidates for Mayor, and four candidates for Councilmember on the ballot. 

Maricopa County Elections administered the election on behalf of the city pursuant to the Intergovernmental Agreement for Election Services. Following completion of ballot tabulation, signature verification, curing, and other post-election processes required by Arizona law, Maricopa County provided the official canvass and statement of votes cast to the city. 

Arizona Revised Statutes (A.R.S.) require the governing body to meet and canvass the election not less than six days and not more than twenty days following the election.

Below is the turnout for our current election and the last four elections.

STAFF ANALYSIS

The final certified results of the July 21, 2026 Primary Election are reflected in the official canvass incorporated into Resolution No. 2026-2533 (Attachment A).

A.R.S. § 9-821.01 establishes the method for calculating a majority of votes cast, and Article IX, Section 6 of the Goodyear City Charter provides that candidates receiving a majority of the votes cast shall be declared elected in order of the highest number of votes received until all offices are filled. Any office not filled at the Primary Election, advances to the General Election.

The following candidates received a majority of the votes cast and are declared elected. Each will receive a Certificate of Election and begin their term of office on January 1, 2027.

Because all offices were filled at the Primary Election, no City of Goodyear Mayor or Councilmember contests will appear on the November 3, 2026 General Election ballot. Therefore, a General Election is not required.
