SUMMARY
Arizona Revised Statutes (A.R.S.) §41-1279.07(E) requires the Council to annually designate the city’s Chief Fiscal Officer (CFO) by July 31 for purposes of submitting the Annual Expenditure Limitation Report (AELR) to the Arizona Auditor General. The city met the annual CFO designation requirement for FY2026 and FY2027 through Council adopted Resolution No. 2026-2502 and Resolution No. 2025-2527. Following the appointment of Laura Calder as Finance Director, the designation must be updated to reflect the city’s current Finance Director.

RECOMMENDATION

BACKGROUND AND PREVIOUS ACTIONS
The AELR for a fiscal year is due within nine months after the close of that fiscal year. For Goodyear, which has a June 30 fiscal year-end, the FY2026 AELR is due by March 31, 2027 and the FY2027 AELR is due by March 31, 2028.
During the city’s Finance Director transition, Council adopted Resolution No. 2026-2502 on January 26, 2026, designating Michael Shoemaker, then serving as interim Finance Director, as CFO for purposes of submitting the FY2025 and FY2026 AELRs.
Following the transition to a new interim Finance Director, Council adopted Resolution No. 2026-2527 on June 22, 2026, designating Paul Luizzi as CFO for FY2027.

STAFF ANALYSIS
The proposed action updates the city’s CFO designation to Laura Calder as the Finance Director. The resolution designates Laura Calder as CFO for purposes of submitting the FY2026 and FY2027 AELRs and repeals the prior designations associated with the Finance Director transition.
The FY2026 AELR is due to the Arizona Auditor General by March 31, 2027.
