SUMMARY
This is a request to amend the Goodyear City Code to establish standardized term expiration dates for members serving on the City's Boards, Commissions, and Committees (BCCs).

RECOMMENDATION
Adopt Ordinance No. 2026-1654 Amending Section 3-15 of Article 3 of the Goodyear City Code, relating to Boards, Commissions, and Committees, membership, and term limits; providing for the extension of certain existing terms; and providing for an effective date. (Jasmine Pernicano, City Clerk)

BACKGROUND AND PREVIOUS ACTIONS
The City's Boards, Commissions, and Committees (BCCs) are comprised of community members who serve as volunteers and provide input and recommendations to the City Council on a variety of matters.
Currently, BCC membership terms expire based on the date of appointment and the term length established for the applicable BCC.
On March 25, 2026, the City Council Subcommittee on Boards, Commissions, and Committees (Subcommittee) discussed BCC membership terms and the recruitment process and provided direction to staff regarding proposed updates. The Subcommittee supported twice-yearly recruitment cycles aligned with standardized term expiration dates. The Subcommittee also supported removing term limits from the Public Safety Personnel Retirement Board (PSPRB) to align with state law.
Currently, BCC membership terms expire based on the date of appointment and the term length established for the applicable BCC.

STAFF ANALYSIS
The proposed ordinance establishes standardized membership term expiration dates of June 30 and December 31 for the City's BCCs, with the exception of the Youth Commission. This will provide an opportunity to hold routine recruitment cycles for planned vacancies and support a more consistent onboarding and offboarding process, including implementation of a new orientation process for BCCs.
The proposed ordinance maintains the current two and three consecutive term limits and addresses the PSPRB by aligning its composition and terms with applicable state law and removing term limits for PSPRB members.
The ordinance also includes related code changes, including updating official BCC names and reorganizing and retitling Article 3-15 to more clearly organize provisions related to BCC membership terms and term limits.
Membership terms will remain staggered within each BCC, with terms expiring on the applicable June 30 or December 31 dates. This approach will allow for planned vacancies while maintaining continuity of membership. Staff is evaluating the term length and composition of each BCC, and any additional change recommendations will be brought back to the Council for future consideration.
