SUMMARY
Consider approving an Intergovernmental Agreement (IGA) with the Arizona Department of Transportation (ADOT) appropriating $8,000,000 to the City of Goodyear to be used towards the costs of widening Camelback Road from SR303 to Litchfield Road.
Recommendation
ADOPT RESOLUTION NO. 2021-2183 APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE ARIZONA DEPARTMENT OF TRANSPORTATION APPROPRIATING $8,000,000 TO THE CITY OF GOODYEAR TO BE USED TOWARDS THE COSTS OF WIDENING CAMELBACK ROAD FROM SR303 TO LITCHFIELD ROAD, PROVIDING AUTHORIZATION, DIRECTION, AND AN EFFECTIVE DATE. FISCAL IMPACT
The design and other preconstruction activities toward Camelback Road improvement from SR303 to Litchfield Road are budgeted in the FY2022 Capital Improvement Program (CIP) under Project 42038 with an approved budget of $3,600,000 for design and $22,300,000 for right of way acquisition. The proposed $8,000,000 from ADOT will supplement the city’s funds for these project phases.
BACKGROUND AND PREVIOUS ACTIONS
On February 22nd, 2021 staff presented the results of the Camelback Road Corridor Assessment Plan (AMP) (CAR# 2021-7163ws) to Council as a work session item. The AMP provided a preliminary design (30% level design plans) and construction estimates of Camelback Road from SR303 to 152nd Avenue as a six-lane, median divided arterial street. The AMP also provided guidance regarding driveway locations, median breaks, and traffic signal locations complying with Goodyear Engineering Standards.
During the development of the AMP, the City Manager’s Office through the Government Relations Manager, successfully lobbied the state legislature for funding towards Camelback Road due to its status as a road of regional significance. During the last week of the legislative session in June 2021, $8,000,000 was secured from the State General Fund to Goodyear to be used towards the costs of widening Camelback Road between SR 303 and Litchfield Road. The $8,000,000 will be used for utility relocations, engineering design, real estate acquisition and other activities associated with the Camelback Road widening.
With the results from the Camelback Road AMP, CIP Project 42038 was created in the FY2022-2026 CIP with the anticipated schedule shown in Table 1.

STAFF ANALYSIS
This project was approved by MAG Regional Council on August 25th, 2021 as a new project to the FY2020-2024 Transportation Improvement Program (TIP). This will allow the city to obtain the $8,000,000 from the state.
