SUBJECT: INTERGOVERNMENTAL AGREEMENT WITH CITY OF AVONDALE RELATING TO THE JOINT FIRE TRAINING FACILITY USE

SUMMARY

The Intergovernmental Agreement (IGA) provides a partnership between the City of Avondale and the City of Goodyear relating to a joint training facility.

Recommendation

Approve the fire joint training facility use agreement between the City of Avondale and the City of Goodyear. (Paul Luizzi, Fire Chief)

FISCAL IMPACT

Historically, the City of Avondale and the City of Goodyear have shared all costs necessary for preventative maintenance, required maintenance, and repairs to the facility. Typically, the maintenance costs range from $5,000-$7,000 dollars annually and are included in the department's annual operating budget.

The updated IGA includes similar provisions for shared costs related to maintenance, repairs, custodial services, utilities, and capital improvements.  All capital improvements are subject to budgetary approvals by each respective city.

BACKGROUND AND PREVIOUS ACTIONS

In June 2005 Council approved the first IGA between the City of Avondale and the City of Goodyear for the purposes of a fire training facility. Through the initial IGA, the joint training facility was built and utilized for the purpose of training fire personnel. The parties have continued to utilize the IGA and maintained cooperative use of the facility.

STAFF ANALYSIS

The agreement provides a continued partnership between the agencies, with the expectation of equally sharing the facility to provide on-going fire department related training for employees.
 
The updated IGA contains the following terms:  
1. Creation of a joint user team co-chaired by training officers from both fire departments
2. Coordination of facility use scheduling and preventive maintenance plans by the joint user team
3. An initial five-year term with an option to renew for an additional five years
4. Live-Fire training activities conducted in accordance with NFPA standards and all fire-rescue training will be supervised by certified instructors
5. Facility use by non-party affiliated agencies will be subject to approval by the joint user team and also subject to user fees set forth in the agreement
6. Facility use for non-fire rescue events by non-party affiliated agencies will be subject to approval by the joint user team and subject to user fees set forth in the agreement
7. All user fees will be used solely for facility improvements or training  

This agreement provides for the continued relationship between the parties.  Both Fire Training Divisions have worked very well together in coordinating use of the facility supporting each fire department’s training needs since 2005.
