SUMMARY
The Council Compensation Committee conducted a review of the compensation provided to elected City officials. As a result of this review, the Council Compensation Committee recommends a salary increase of 5.0% to the Mayor, Vice Mayor and each Councilmember, effective July 1, 2022.
Recommendation
ADOPT RESOLUTION NO. 2022-2214 ACCEPTING THE COUNCIL COMPENSATION COMMITTEE’S RECOMMENDATION AND APPROVE AN ANNUAL COMPENSATION INCREASE OF 5.0% FOR THE MAYOR, VICE MAYOR AND EACH OF THE COUNCILMEMBERS AND PROVIDE FOR AN EFFECTIVE DATE . (Susan Schmelzer, Council Compensation Committee Chair)
FISCAL IMPACT
The fiscal impact of a 5.0% salary increase for the Mayor, Vice Mayor and each Councilmember (when fully seated) is $5,325 annually plus employee related expenses. The table below summarizes the changes by position and in total. If approved by council the changes will be reflected in the City Manager’s Recommended FY2023 budget.

BACKGROUND AND PREVIOUS ACTIONS
In October 2018, an ad hoc Citizens Council Compensation Committee presented to Council their recommendation to increase the Mayor and Council salaries. The Committee also recommended a review of Council compensation every two years. The City Council adopted Ordinance No. 2018-1404 appointing a Citizens Committee to regularly review compensation for the Mayor, Vice Mayor, and Councilmembers.
The City Charter was updated and approved by the voters on March 9, 2021. The updates included modifications to City Code Section 2-1-5 (Council Compensation) adding a permanent Council Compensation Committee.
A newly appointed Council Compensation Committee met on October 14, 2021 and November 17, 2021 to review Council compensation benchmark survey data and provide a recommendation for Council Compensation.

STAFF ANALYSIS
The Council Compensation Committee was presented with survey data from 11 benchmark cities in the Phoenix metro area compared to Goodyear. Benchmark survey data shows the Mayor at 60.7% of the market average, Vice Mayor at 57.3% of the market average, and Council Members at 44.4% of the market average. Based on this review of the current compensation for City Council, their time and effort expended in performing their respective duties, and comparable data of benchmark cities in Arizona; the Council Compensation Committee recommends a 5.0% increase for the Mayor, Vice Mayor and each Councilmember.
The City Charter, approved March 9, 2021, states when the Committee recommends a change in the salaries for elected officials of an amount less than 5.1%, a vote of the electors will not be required.
