| SUBJECT: | FIRST AMENDMENT TO INTERGOVERNMENTAL AGREEMENT BETWEEN THE MARICOPA COUNTY LIBRARY DISTRICT AND THE CITY OF GOODYEAR FOR THE OPERATION OF THE GOODYEAR LIBRARY |

SUMMARY
Approve the First Amendment to the IGA with Maricopa County Library District (MCLD) allowing for the transition of library services from the current Goodyear Branch Library to the new location at Civic Square (Georgia T. Lord Library).
Recommendation
Approve the First Amendment of the Intergovernmental Agreement between MCLD and the City of Goodyear for the operation of the Georgia T. Lord Library. (Nathan Torres, Parks & Recreation Director)
FISCAL IMPACT
The library services operating budget is approved through the city’s annual budget process. FY2022’s annual operating expense for the current 10,000 SF library is $819,000. MCLD projects the FY2023 cost to operate the 24,000 SF Georgia T. Lord Library at $1.4M which is included in the proposed FY2023 annual budget. This number includes adding 12 additional service hours per week at the new location which is included in the City Manager’s Recommended FY2023 budget to be presented to council on April 18th and 25th. Should the expansion of hours not move forward in the budget, the cost will be amended to reflect current hours of operation.

BACKGROUND AND PREVIOUS ACTIONS
On December 18, 2006, City Council approved an IGA between the city of Goodyear and MCLD for the operation of a public library. The IGA required the City to provide and maintain a facility and MCLD to fund and provide operational services. This arrangement was in line with MCLD’s policy to support 100% of library operations for cities and towns with populations of 50,000 or less.
In March 2009, the 1,800 square foot interim library was opened on the City Hall campus.
On February 27, 2012, Council approved a revised IGA for library operations through June 30, 2017. The revised IGA, addressed the renewal term of the agreement and maintained the existing arrangement regarding operation and facility responsibilities. In addition, the 2012 Citizen Satisfaction Survey revealed expanding library services was a top priority for our residents.
On May 13, 2013, Council amended the IGA for library operations to allow for the expansion and operation of a new permanent library facility. This amendment required the city to spend an amount not to exceed $1M (Library Impact Fees) for design, construction, and furnishing of a new library facility. MCLD maintained the responsibility to fund and operate the library through June 30, 2017.
In February 2014, the nearly 10,000 square foot Goodyear library opened to the public. With each year of operation the library saw a growing number of patrons. In FY16, 139,219 patrons visited the Goodyear library with 75% of them being residents of Goodyear. The library offered 674 youth and adult programs and circulated nearly 389,000 physical materials. Of the 17 Maricopa County Libraries, the Goodyear library is the second highest for programs offered to the community and second highest for circulation turn-over. Surveys demonstrated that 93% of patrons were satisfied with programs and activities and 88% rate the library’s services as above average or excellent. Additionally, 74% of patrons visited the library with the intent of checking out materials and 28% of patrons visited the library to participate in programs.
On January 30, 2017 (Council Worksession), Council was advised that the current IGA with MCLD for library operations would expire on June 30, 2017. Goodyear would be responsible for funding operations moving forward and two options for future library operations were presented:
1- Remain with MCLD under a revised IGA
2- Transition to a Goodyear operated library
At the conclusion of the Worksession, Council consensus was to remain with MCLD under a revised IGA. This was based on the staff recommendation as the most cost effective, customer friendly approach for continuity of services ensuring resident access to MCLD’s vast inventory of materials, programs, and expertise.
On May 22,2017, Council approved an IGA with MCLD for the operation of the Goodyear Branch Library. This IGA had a term of five years, with one additional 5-year renewal option.

STAFF ANALYSIS
MCLD provides access to more than 713,000 physical materials district-wide and more than 19.5 million electronic/downloadable items. The current library attracts more than 140,000 visitors annually. This number is expected to grow to 175,000 (25% increase) at the new library in the first year of operation. According to the most recent pre-COVID survey conducted by MCLD, 92% of patrons rate Goodyear library services as excellent or good.
In the summer of 2022, the Georgia T. Lord Library at Civic Square will open to the public. In anticipation of this exciting time, it is necessary to amend the current Intergovernmental Agreement (IGA) for library operations with MCLD. The current IGA with MCLD expires in June of 2022 and is specific to the current library location at the Goodyear Municipal Complex. This amendment will update the IGA to reflect the new library location, rename the Goodyear Branch Library to Georgia T. Lord Library, and extend the agreement through 2027. The IGA allows either party to terminate the agreement with a minimum of 180 days’ notice.
The FY2022-24 Goodyear Strategic Plan identifies a goal to conduct a Library Master Plan. This plan will evaluate the best means to operate the library (i.e. continued outsourcing or in-house). This Plan will also provide an evaluation of current assets and future community needs, identify/prioritize future locations, and provide project scoping and costing for future CIP consideration. The Library Master Plan will be requested as a FY2024 budget supplemental request.
