SUMMARY
The plan identifies potential natural hazards, assesses the impact and vulnerability risks associated with the hazards, and develops strategies to mitigate identified hazards.
Recommendation
ADOPT RESOLUTION NO. 2022-2230 ADOPTING THE 2021 MARICOPA COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN AS AN OFFICIAL PLAN OF THE CITY OF GOODYEAR. (Julie Syrmopoulos, Emergency Manager)
FISCAL IMPACT
There is no specific budgetary impact associated with the plan. All items to be implemented due to the plan will be considered and presented through the normal budget planning process.
BACKGROUND AND PREVIOUS ACTIONS
Since 2004, the City of Goodyear has collaborated with Maricopa County and other jurisdictions within the Valley to create a Multi-Jurisdictional, Multi-Hazard Mitigation Plan. The City of Goodyear signed off on the regional mitigation plan in 2004, 2009, and 2015. The development of single-city plan is generally cost prohibitive, so the County secures funding to coordinate and develop a multi-jurisdictional version. A copy of the City of Goodyear’s summary extract from the larger plan is attached.
STAFF ANALYSIS
In 2020, Maricopa County Department of Emergency Management (MCDEM) convened a multi-jurisdictional planning team. Beginning July 2020, the planning team met monthly through August 2021. The plan was finalized in September 2021.
The plan identifies and assesses risks associated with the natural threats within the City of Goodyear, as well as identifies processes and projects which can work to mitigate such threats. It can be used as guidance in association with other approved plans. Furthermore, its approval meets the primary qualification for the following grant programs, should the City ever encounter the need to apply:
