In May 2021, a parcel within the Desert Village Assessment District was subdivided into a total of 2 lots. If approved by the Board, Resolution No. EMRCFD RES 2022-150 will reallocate the existing assessment among those 2 lots.

Fiscal Impact: This action reallocates the original assessment amount of $713,602.22 in Assessment Number 011-01-002 with no additional impact.  The assessment will be allocated across 2 lots in the amount of $589,869.47 and $123,732.75.

Approval of the assessment modification will assign new assessment numbers and amounts as follows:

The minor land division for Elliot Crossing, Lot 2, covered by assessment number 011-01-002, was approved by the City on May 7, 2021.  Other assessments within the Estrella Mountain Ranch CFD have been similarly modified upon the subdivision of land securing the assessment.  This action was initiated by the application and petition for modification filed by Estrella North, LLC and WMG Development, LLC, the owners of all land subject to assessment 011-01-002.

District staff has reviewed the proposed modification of assessment number 011-01-002 and found that it is in compliance with State of Arizona law and the City of Goodyear’s Policy Guidelines and Application Procedures for Community Facilities Districts.
