Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident.

NON-AGENDA ITEMS
Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No.2018-1879

INTERGOVERNMENTAL AGREEMENT BETWEEN MARICOPA COUNTY AND THE CITY OF GOODYEAR REGARDING MARICOPA COUNTY SHERIFF'S OFFICE DETENTION TRAINING ACADEMY
 
Recommendation
 
Approve the Intergovernmental Agreement between Maricopa County and the City of Goodyear for training of the Goodyear Police Department recruits at the MCSO Detention Officer Academy Training Center. (Santiago Rodriguez, Chief of Police)
 
 
6.
AGREEMENT TO SHARE COSTS FOR THE FEASIBILITY STUDY OF BARTLETT DAM MODIFICATION ALTERNATIVES AMONG COST-SHARE PARTNERS AND SALT RIVER PROJECT AGRICULTURAL IMPROVEMENT AND POWER DISTRICT AND RELATED BUDGET TRANSFER
 
Recommendation
 
Authorize the City Manager or her designee to take any and all actions to execute the agreement with the amended language and that allows staff the authority to agree to minor non-pecuniary Agreement changes. (Gretchen Erwin, Water Resources and Sustainability Manager)

GOODYEAR NORTH SUBDIVISION STREET LIGHTING
 
Recommendation
 
Approve expenditure of funds up to $1,300,923 for the purchase and installation of LED streetlights in Goodyear’s North subdivision (CIP Project #42024). (Mario Saldamando, Senior Project Manager)

AUTHORIZE THE ABANDONMENT OF PORTIONS OF LOWER BUCKEYE ROAD FOR FINAL PLAT OF AVION AT BALLPARK VILLAGE-PHASE 1A

ADOPT RESOLUTION NO. 2022-2200 CONDITIONALLY VACATING A PORTION OF A STREET KNOWN AS LOWER BUCKEYE ROAD ALONG THE NORTHERN BOUNDARY OF THE PROPERTY WITHIN THE FINAL PLAT OF AVION AT BALLPARK VILLAGE PHASE 1A; EXTINGUISHING CITY’S EASEMENT INTEREST PORTION OF LOWER BUCKEYE ROAD BEING VACATED; AND PROVIDING: EFFECTIVE DATE FOR VACATING STREET AND EXTINGUISHMENT OF EASEMENT, DIRECTION, AND EFFECTIVE DATE OF RESOLUTION. FINAL PLAT OF AVION AT BALLPARK VILLAGE PHASE 1A AND TEMPORARY TURNAROUND EASEMENT
 
Recommendation
 
  1. Approve form of Temporary Turnaround Easement, authorize City Attorney or designee to finalize the easement to reflect current ownership and lender consent after obtaining current title report for the easement area, and authorize and direct City Manager or designee to execute and have the executed easement recorded in the official records of Maricopa County.
  2. Approve the Final Plat of Avion at Ballpark Village Phase 1A (the “Final Plat for Phase 1A”), subdividing approximately 56.02 acres into 207 Lots and 30 Tracts located at the southwest corner of Estrella Parkway and Lower Buckeye Road (being renamed Ballpark Village Boulevard) (the “Property”) subject to the following stipulations: (Christian Williams, Planner)
