Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident. NON-AGENDA ITEMS Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
AGENDA ITEMS Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation. PROCEDURES Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. RECOMMEND APPROVAL OF A NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR CANTINA GUEROS
Recommendation
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No.182330, a request by Joseph Paul Lucidi, agent/applicant for Cantina Gueros, for a new Series 12 liquor license. Cantina Gueros is located at 15375 W. McDowell Rd., Goodyear, Arizona 85395 (generally located near the southeast corner of McDowell Rd and Pebblecreek Pkwy). (Darcie McCracken, City Clerk)

APPROVE BUDGET TRANSFERS

APPROVE EXPENDITURE UP TO $878,000 FOR THE PURCHASE OF A HEADWORKS SCREEN AUGER AND RETURN ACTIVATED SLUDGE PUMPS TO REPLACE EXISTING EQUIPMENT AT THE CORGETT WATER RECLAMATION FACILITY (WRF)
Recommendation
Approve expenditure of funds up to $878,000 to purchase a replacement headworks auger screen and return activated sludge pumps for the Corgett Water Reclamation Facility. (Todd Carpenter, Process Operations Manager; Barbara Chappell, Deputy Public Works Director)

Pursuant to A.R.S. 38-431.03(A)(3) & (4): Consultation with the City's Attorney and City Manager to receive legal advice and to consider its position and instruct its attorneys regarding the public body’s position regarding contracts that are the subject of negotiations, in pending or contemplated litigations or in settlement discussions regarding development agreements related to the expansion of the Rainbow Valley Water Reclamation Facility.
5.
Pursuant to A.R.S. 38-431.03(A)(3): Consultation with the City's Attorney to receive legal advice related to the proposed Short Term Rental Ordinance.
6.
Pursuant to A.R.S. 38-431.03(A)(3)(4) & (7): Consultation with the City's Attorney and City Manager to receive legal advice and to consider its position and instruct its attorneys regarding the public body’s position, in pending litigation or in settlement discussions conducted in order to avoid or resolve litigation regarding City of Goodyear v. Rexco Nexgen LLC.
