Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident. NON-AGENDA ITEMS Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
AGENDA ITEMS Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation. PROCEDURES Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. AMEND CHAPTER 8 OF GOODYEAR CITY CODE TO ESTABLISH ARTICLE 8-2 SHORT-TERM RENTALS
Recommendation
1. ADOPT RESOLUTION NO. 2022-2266 DECLARING A PUBLIC RECORD THAT CERTAIN DOCUMENT FILED WITH THE CITY CLERK AND TITLED “AMENDMENT TO CHAPTER 8 OF THE CITY OF GOODYEAR CODE OF ORDINANCES TO ESTABLISH A NEW ARTICLE 8-2 ENTITLED SHORT-TERM RENTALS (STRS),” AND ESTABLISHING AN ANNUAL STR LICENSE FEE IN LIEU OF A BUSINESS LICENSE FEE.
2. ADOPT ORDINANCE NO. 2022-1555 AMENDING CHAPTER 8 OF THE CITY OF GOODYEAR CODE OF ORDINANCES TO ESTABLISH A NEW ARTICLE 8-2 ENTITLED SHORT-TERM RENTALS (“STRS”); PROVIDING FOR CORRECTIONS; SEVERABILITY; PENALTIES; AND AN EFFECTIVE DATE. (Jay Karlovich, Assistant City Attorney)

APPROVE EXPENDITURE OF FUNDS UP TO $4,100,900 FOR HISTORIC GOODYEAR WATERLINE REPLACEMENT (Project #60046)
Recommendation
Approve expenditure of funds up to $4,100,900 for Project #60046 construction of new water main and residential services in the Historic Goodyear community. (Javier Setovich, Public Works Director; Lisa Melton, Senior Project Manager)
5.
JOINT USE AGREEMENT WITH TRIVIUM PREPARATORY ACADEMY FOR SHARED USE FACILITIES
Recommendation
Authorize the City Manager or designee to execute Joint Use Agreement between Trivium Preparatory Academy and the City of Goodyear for Joint Use Facilities between Trivium Preparatory Academy and the Goodyear Recreation Campus (GRC). (Deanna Ortiz, Recreation Superintendent)

APPROVE EXPENDITURE UP TO $950,000 FOR THE PURCHASE OF MOTOROLA CONSOLE TELECOMMUNICATION RADIOS
Recommendation
Approve the expenditure of funds up to $950,000 for the purchase and installation of Motorola console radios for telecommunications. (Santiago Rodriguez, Chief of Police)
7.
The Bureau of Justice Assistance (BJA) is responsible for managing the Edward Byrne Memorial JAG program for the Department of Justice. Until 2021, the city of Goodyear had received a direct award from BJA for this grant. The BJA required that if the grant awarded to the county and multiple municipalities within that county are eligible for direct awards that exceed 400% of the county's total award amount, the county must administer the grant. The City of Phoenix has been designated as the administration entity for Maricopa County for the FY2023 awards. This agreement allocates 10% of our DOJ grant allocation ($15,828) to the City of Phoenix for administration functions that it will perform on behalf of Goodyear. The total funding amount for FY2023 will be $14,245. The City of Phoenix is requiring an IGA with the City of Goodyear in order to administer the Edward Byrne JAG program.
Recommendation
Approve the Preliminary Plat for Thrive at Goodyear Single Family Development subject to stipulations. (Alex Lestinsky, Senior Planner)

RECOMMEND APPROVAL FOR A NEW CLASS A BINGO LICENSE
Recommendation
Recommend approval to the Arizona Department of Revenue (ADOR) for a Class A bingo license, submitted by Nichole Strick, representative of CantaMia at Estrella Community Association (Association), for bingo games to be held at 17700 W. Star Point, Bldg B., Goodyear, AZ 85338. (Laura Jara, Deputy City Clerk)

Recommendation
Reconsider and disapprove Resolution No. 2022-2260 previously approved on July 18, 2022. (Doug Sandstrom, Finance Director)

CREATE CIP PROJECT 60109 GOODYEAR WATER RECLAMATION FACILITY EXPANSION AND AUTHORIZE RELATED BUDGET AMENDMENTS
Recommendation
Approve the creation of CIP project 60109 Goodyear Water Reclamation Facility Expansion and authorize related budget amendments. (Javier Setovich, Public Works Director)
