Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No.2018-1879

PERMANENT EXTENSION OF PREMISES/PATIO PERMIT FOR THE CANTINA AT PRESIDIO
 
Recommendation
 
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of a permanent extension of premises/patio permit request for liquor license #14073061, submitted by Julia Holland, Agent for CantaMia at Estrella Association, located at 17700 W. Star Point Dr., Bldg. B, Goodyear, AZ  85338. (Generally located Southwest corner of S. Estrella Pkwy and Tanglewood Dr.). (Darcie McCracken, City Clerk)

APPROVE EXPENDITURE UP TO $1,151,500 FOR THE PURCHASE AND INSTALLATION OF A REPLACEMENT EMERGENCY GENERATOR AT THE BOOSTER 11 PUMP STATION (PROJECT 60047)
 
Recommendation
 
Approve expenditure of funds up to $1,151,500 to complete the project through the purchase and installation of a replacement generator and controls at the Booster 11 Pump Station. (Todd Carpenter, Process Operations Manager; Stephen Scinto, Interim Deputy Public Works Director)

EXPENDITURE AUTHORIZATION FOR DESIGN SERVICES ON RAINBOW VALLEY WRF PROJECTS 60077 and 60110, CREATION OF CIP PROJECT 60110 RAINBOW VALLEY WRF OPERATIONAL IMPROVEMENTS, AND AUTHORIZE RELATED BUDGET AMENDMENTS
 
Recommendation
 
Approve the creation of CIP project 60110 Rainbow Valley WRF Operational Improvements and related budget amendment of $1,875,000 and authorize expenditure of funds up to $650,000 for CIP Projects 60110 and 60077.  (Javier Setovich, Public Works Director; Lisa Melton, Senior Project Manager).

APPROVAL OF PARTICIPATION IN THE DRUG ENFORCEMENT AGENCY TASK FORCE AND THE EQUITABLE SHARING AGREEMENT AND CERTIFICATION ANNUAL AFFIDAVIT

ADOPT RESOLUTION NO. 2022-2275, AUTHORIZING A NAME CHANGE FOR THE SECTION OF THE RUSTLER ROAD ALIGNMENT LOCATED EAST OF THE INTERSECTION OF ESTRELLA PARKWAY AND THE PRIVATE DRIVE/ROAD BETWEEN FOOTHILLS COMMUNITY PARK AND ESTRELLA FOOTHILLS HIGH SCHOOL TO WOLFPACK WAY AND ESTABLISHING AN EFFECTIVE DATE. TERMINATING EXISTING DEVELOPMENT AGREEMENT FOR LA JOLLA VISTA AND PUBLIC HEARING TO REZONE APPROXIMATELY 198.5 GROSS ACRES LOCATED AT THE NORTHEAST CORNER OF CITRUS AND LOWER BUCKEYE ROADS
 
Recommendation
 
1. ADOPT RESOLUTION NO. 2022-2255, TERMINATING SECOND AMENDED AND RESTATED DEVELOPMENT AGREEMENT FOR LA JOLLA VISTA AND AMENDMENTS THERETO AND DECLARING AS PUBLIC RECORDS THOSE CERTAIN DOCUMENTS INCORPORATED BY REFERENCE IN ORDINANCE 2022-1545 RELATED TO THE REZONING CASE FOR – LA JOLLA VISTA AT WEST GOODYEAR.

2. ADOPT ORDINANCE NO. 2022-1545, CONDITIONALLY REZONING APPROXIMATELY 198.6 GROSS ACRES OF PROPERTY LOCATED AT THE NORTHEAST CORNER OF CITRUS ROAD AND LOWER BUCKEYE ROAD TO BE KNOWN AS LA JOLLA VISTA AT WEST GOODYEAR; AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR; PROVIDING FOR NON-ABRIDGEMENT; PROVIDING FOR CORRECTIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE; AND PROVIDING FOR PENALTIES; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. 2. Authorize staff to initiate the annexation of approximately 0.42 acres of property along the Sarival Avenue alignment between Maricopa County Highway 85 (MC85) and the future Arizona State Route 30 (Tres Rios Freeway) generally located southeast of Sarival Avenue and MC85. (Christian M.
