CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident.

NON-AGENDA ITEMS
Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No.2018-1879

TERMINATION AND RELEASE OF EASEMENT RELATED TO THE REPLAT OF PALM VALLEY CROSSING
 
Recommendation
 
Approve the termination of the access easement dedicated to the City in the Replat of Palm Valley Crossings Lots 8 and 9 and authorize and direct the City Manager or designee to execute the Termination and Release of Easement. (Kimberly Romero, Real Estate Coordinator)
 
 
5.
APPROVE FOURTH AMENDMENT TO DEVELOPMENT AGREEMENT WITH GLOBE LAND INVESTORS, LLC
 
Recommendation
 
Approve and authorize the City Manager to execute the Fourth Amendment to the Development Agreement with Globe Land Investors, LLC. (Roric Massey, City Attorney)
 
 
6.
APPROVE EXPENDITURE UP TO $1,909,140 FOR DESIGN SERVICES ON THE BRINE DISPOSAL IMPROVEMENT PROJECT (60034)
 
Recommendation
 
Approve expenditure of funds up to $1,909,140 for the design of the Brine Disposal Improvement Project #60034. (Steve Scinto, Interim Deputy Public Works Director; Jose Murillo, Utilities Engineer)
 
 
7.
AUTHORIZATION OF EXPENDITURE OF DESIGN FUNDS FOR APPROVED FY2023 CIP PROJECT #42048- SARIVAL AVENUE (WEST HALF) YUMA ROAD TO ELWOOD STREET
 
Recommendation
 
Authorize the expenditure of funds for the Sarival Avenue project in an amount not to exceed $2,563,800. (Hugh Bigalk, PE, City Traffic Engineer)

USE PERMIT FOR A CONVENIENCE USE (ONO HAWAIIAN BBQ RESTAURANT WITH DRIVE-THROUGH)
 
Recommendation
 
Approve a use permit for a convenience use (Ono Hawaiian BBQ restaurant with a drive-through) on Lot 20 of the final plat of the Canyon Trails Towne Center recorded on July 30, 2007 in the official records of Maricopa County at Book 938 of Maps Page 22 (Instrument 2007-0858797) (the “Property”) (Guadalupe Ortiz Cortez, Planner)
 
 
9.
ANNEXATION OF LAND WITHIN A PARCEL AT THE SOUTHWEST CORNER OF W. LOWER BUCKEYE ROAD AND CITRUS ROAD
 
Recommendation
 
Pursuant to the requirements of A.R.S. 9-471 discuss the proposed annexation of 3,287 square feet of land located at the southwest corner of W. Lower Buckeye Road and Citrus Road. No additional Council action is required at this time. (Steve Careccia, Planning Manager)
 
 
10.
ZONING ORDINANCE TEXT AMENDMENT TO AMEND THE CITY’S LANDSCAPE STANDARDS
 
Recommendation
 
1. ADOPT RESOLUTION NO. 2022-2281 DECLARING AS PUBLIC RECORDS THOSE CERTAIN DOCUMENTS FILED WITH THE CITY CLERK AND TITLED “LANDSCAPE STANDARDS ZONING ORDINANCE TEXT AMENDMENT,” AND “APPROVED PLANT MATRIX.”

2. ADOPT ORDINANCE NO. 2022-1565 AMENDING ARTICLE 2-2 (DEFINITIONS) AND ARTICLE 5-1 (LANDSCAPING STANDARDS) OF THE GOODYEAR ZONING ORDINANCE; PROVIDING FOR CORRECTIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. APPROVE THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF GOODYEAR FIRE DEPARTMENT AND THE CITY OF PHOENIX FIRE DEPARTMENT FOR THE PARTICIPATION IN THE AUTOMATIC AID AGREEMENT
 
Recommendation
 
Approve and authorize the City Manager or designee to enter into a new Intergovernmental Agreement ("IGA") between the City of Goodyear and the City of Phoenix to provide and receive automatic assistance for fires and other types of emergency incidents. HOME ARIZONA RESOLUTION
 
Recommendation
 
ADOPT RESOLUTION NO. 2022-2284 RESOLVING TO ASSIST HOME ARIZONA IN SOLVING THE HOUSING SHORTAGE (Christopher Baker, Development Services Director)
