NON-AGENDA ITEMS Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
AGENDA ITEMS Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation. PROCEDURES Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. RECOMMENDATION
Authorize expenditure of funds up to $755,000 for CIP Project #60110 for construction of operational improvements at the Rainbow Valley Water Reclamation Facility (WRF). (Barbara Chappell, Water Services Director; Lisa Melton, Senior Project Manager)

LAW ENFORCEMENT MENTAL HEALTH AND WELLNESS ACT GRANT - RESOLUTION NO. 2023-2305
RECOMMENDATION

FINAL PLAT OF CAMELBACK 303
RECOMMENDATION
Approve the Final Plat of Camelback 303 , subdividing approximately 32.4 acres into 1 lot and 0 tracts at the intersection of N. Cotton Lane and W. Camelback Road . (Stephen Scinto, Director of Engineering)

INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN BUCKEYE VALLEY FIRE DISTRICT AND THE CITY OF GOODYEAR FOR BACKUP AMBULANCE SERVICES
RECOMMENDATION
Approve and authorize the City Manager or designee to enter into an Intergovernmental Agreement (IGA) between Buckeye Valley Fire District and the City of Goodyear providing backup ambulance transport services to Goodyear residents. (Paul Luizzi, Fire Chief)

FINAL PLAT OF PROLOGIS 303 GOODYEAR
RECOMMENDATION
Approve the Final Plat for Prologis 303 Goodyear subdividing approximately 114.1 acres into two (2) lots (the “Property”). (Marty Crossland, Interim Deputy Director of Development Engineering)

APPROVE ADDITIONAL EXPENDITURES UP TO $485,300 FOR THE CLEANUP OF BULLARD WASH BETWEEN INTERSTATE 10 AND GILA RIVER (PROJECT #60080)
RECOMMENDATION
Approve additional expenditure of funds up to $485,300 for Capital Improvement Project (CIP) #60080 to perform the maintenance of Bullard Wash to reestablish channel conditions. (Craig Lynch, Stormwater Superintendent; Todd Carpenter, Interim Deputy Public Works Director)

APPROVE EXPENDITURE OF FUNDS FOR PROJECT #42011 SARIVAL LANDSCAPE MEDIAN INSTALLATION

APPROVE A GRANT PASS-THRU AGREEMENT BETWEEN THE CITY OF PHOENIX AND THE CITY OF GOODYEAR FOR A MICROTRANSIT PILOT PROGRAM
RECOMMENDATION
Authorize the City Manager to approve a Grant Pass-Thru Agreement between the City of Phoenix and the City of Goodyear for a Microtransit Pilot Program. (Christine McMurdy, Project Management Coordinator)

AMENDMENTS TO CHAPTER 15 OF THE GOODYEAR CODE OF ORDINANCES (SUBDIVISION REGULATIONS)
RECOMMENDATION
1. ADOPT RESOLUTION NO. 2023-2296 DECLARING AS PUBLIC RECORD THAT CERTAIN DOCUMENT FILED WITH THE CITY CLERK AND TITLED “EXHIBIT A - AMENDMENT TO CHAPTER 15 SUBDIVISION REGULATIONS OF THE GOODYEAR CODE OF ORDINANCES.”
2. ADOPT ORDINANCE NO. 2023-1572 AMENDING SECTION 15-2-3 (STAGE II – PRELIMINARY PLAT) OF THE GOODYEAR CODE OF ORDINANCES; PROVIDING FOR CORRECTIONS, SEVERABILITY, AN EFFECTIVE DATE, AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. (Steve Careccia, Planning Manager)
2. ADOPT ORDINANCE NO. 2023-1572 AMENDING SECTION 15-2-3 (STAGE II – PRELIMINARY PLAT) OF THE GOODYEAR CODE OF ORDINANCES; PROVIDING FOR CORRECTIONS, SEVERABILITY, AN EFFECTIVE DATE, AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. (Steve Careccia, Planning Manager)

RECOMMENDATION
ADOPT RESOLUTION NO. 2023-2302 APPROVING THE DEVELOPMENT AGREEMENT FOR FULTON HOMES AT BALLPARK VILLAGE; AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE SAID DEVELOPMENT AGREEMENT; PROVIDING AUTHORIZATION FOR FUTURE ACTIONS; AND PROVIDING FOR AN EFFECTIVE DATE. INTERGOVERNMENTAL AGREEMENT (IGA) WITH CITY OF GLENDALE FOR WEST VALLEY VETERAN'S COURT
RECOMMENDATION
Approve the Intergovernmental Agreement (IGA) with the City of Glendale and City of Goodyear, to allow for case referral of veteran defendants in the Goodyear Municipal Court into the Glendale Municipal Court, and for the qualified judicial officers of Judge of the Glendale Municipal Court to have authority to adjudicate cases referred to the West Valley Veterans Court. Pursuant to A.R.S. §38-431.03(A) (3) (4): Discussion and consultation with the City Attorney for legal advice to consider its position and instruct its attorneys regarding the City’s position regarding contracts that are the subject of negotiations related to a development agreement with Globe Corp. related to a parking agreement/structure for the GSQ project.

Pursuant to A.R.S. §38-431.03(A) (3) (4): Discussion and consultation with the City Attorney for legal advice to consider its position and instruct its attorneys regarding the City’s position regarding contracts that are the subject of negotiations related to ambulance service agreements with Maricopa Ambulance.
