CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident.

NON-AGENDA ITEMS
Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No.2018-1879.

RECOMMENDATION
 
Adopt the Public Safety Personnel Retirement System FY2024 Pension Funding Policy. (Doug Sandstrom, Finance Director)

JOINT AGENCY AGREEMENT WITH THE MARICOPA ASSOCIATION OF GOVERNMENTS (MAG) FOR THE VINEYARD AND 143RD AVE SAFETY PROJECT
 
RECOMMENDATION
 
Approve the Joint Agency Agreement with the Maricopa Association of Governments (MAG) for project 42070 - Vineyard and 143rd Ave Safety Project and authorizing necessary budget amendments and all expenditures of up to $30,000 for design in FY 2023 and up to $414,671 for construction in FY 2024. ADOPT A RESOLUTION TO CALL THE SPECIAL BOND ELECTION, PROVIDE NOTICE OF THE ELECTION AND REQUEST ARGUMENTS FOR AND AGAINST THE MEASURES
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2023-2306 ORDERING, CALLING AND PROVIDING NOTICE OF A SPECIAL ELECTION FOR NOVEMBER 7, 2023; REFERRING TO THE VOTERS OF THE CITY OF GOODYEAR QUESTIONS OF SELLING AND ISSUING BONDS PAYABLE FROM SECONDARY (AD VALOREM) PROPERTY TAXES; DESIGNATING THE MANNER OF ELECTION; DESIGNATING THE DATES THAT VOTER REGISTRATION CLOSES; DESIGNATING PROVISIONS FOR THE FILING OF ARGUMENTS FOR AND AGAINST THE BONDS; AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO ENTER INTO ALL AGREEMENTS TO EFFECTUATE ELECTION SERVICES; AND ORDERING THE CITY CLERK TO PUBLISH NOTICE OF THIS CALL OF ELECTION. ADOPT RESOLUTION NO. 2023-2316 APPROVING AND AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN MARICOPA COUNTY AND THE CITY OF GOODYEAR FOR COORDINATION OF ROADWAY STANDARDS RELATED TO PRIVATE DEVELOPMENTS AND PROVIDING DIRECTION AND AUTHORIZATION. FY2024 DESIGNATION OF CHIEF FISCAL OFFICER FOR EXPENDITURE LIMIT REPORTING
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2023–2310 DESIGNATING THE CHIEF FISCAL OFFICER FOR OFFICIALLY SUBMITTING THE FISCAL YEAR 2024 EXPENDITURE LIMITATION REPORT TO THE ARIZONA AUDITOR GENERAL. (Doug Sandstrom, Finance Director)

AUTHORIZATION TO PROCEED WITH CONDEMNATION UNDER THE POWERS OF EMINENT DOMAIN FOR THE LAND RIGHT NECESSARY FOR THE HISTORIC GOODYEAR WATERLINE REPLACEMENT

FINAL PLAT FOR ARROYO RANCH
 
RECOMMENDATION

Approve the request for a Special Use Permit for a storage facility on Lot 2 of the Minor Land Division of APN 500-03-003N & 500-03-003P, recorded on February 10, 2021, in the official records of Maricopa County at Book 1573 of Maps Page 23 (Instrument 20210153690) (the “Property”) subject to stipulations. ADOPT RESOLUTION NO. 2023-2309 ADOPTING THE FISCAL YEAR 2023-2024 ESTIMATES OF REVENUES AND EXPENSES FOR THE CITY OF GOODYEAR, INCLUDING ESTIMATED PROPERTY TAX LEVY AND PROPERTY TAX RATES, AS THE TENTATIVE BUDGET FOR FISCAL YEAR BEGINNING JULY 1, 2023 AND ENDING JUNE 30, 2024; SETTING FORTH THE RECEIPTS AND THE AMOUNTS ESTIMATED AS COLLECTIBLE FOR THE PREVIOUS FISCAL YEAR; THE AMOUNT PROPOSED TO BE RAISED BY DIRECT PROPERTY TAXATION FOR THE VARIOUS PURPOSES; GIVING NOTICE OF THE TIME FOR HEARING TAXPAYERS; FOR ADOPTION OF BUDGET AND SETTING THE TAX LEVIES.
