Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident.

NON-AGENDA ITEMS
Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No.2018-1879.

ARIZONA MUTUAL AID COMPACT (AZMAC)
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2023-2373 APPROVING THE ARIZONA MUTUAL AID COMPACT AGREEMENT FOR PARTICIPATION IN THE ARIZONA DEPARTMENT OF EMERGENCY MANAGEMENT MUTUAL AID COMPACT, PROVIDING FOR EXECUTION AND EFFECTIVE DATE. (Brian Woodard, Emergency Manager)

AUTHORIZATION OF BUDGET AMENDMENTS AND EXPENDITURES FOR CAPITAL IMPROVEMENT PLAN (CIP) RAINBOW VALLEY WATER RECLAMATION FACILITY (WRF) EXPANSION AND PROJECTS
 
RECOMMENDATION
 
Authorize the budget amendment of $12,158,800 for CIP Project #60077 Rainbow Valley Water Reclamation Facility (WRF) Expansion and $3,772,000 for CIP Project #60110 Rainbow Valley Water Reclamation Facility (WRF) Operational Improvements, along with expenditure of funds up to $3,300,000 for design services at the Rainbow Valley WRF. 2023 GOODYEAR TRANSPORTATION MASTER PLAN (TMP) CIP PROJECT #42049
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2023-2371 ADOPTING THE 2023 GOODYEAR TRANSPORTATION MASTER PLAN. (Chris Bridges, Deputy Director of Engineering - Transportation)

REZONE APPROXIMATELY 26.4 ACRES FROM PAD (PLANNED AREA DEVELOPMENT) COMMERCIAL TO I-2 (GENERAL INDUSTRIAL) WITH A PAD OVERLAY LOCATED APPROXIMATELY 1,200 FEET WEST OF SOUTH COTTON LANE ON THE NORTH SIDE OF MARICOPA COUNTY ROUTE 85
 
RECOMMENDATION
 
ADOPT ORDINANCE NO. 2023-1598, DECLARING PUBLIC RECORDS AND CONDITIONALLY REZONING APPROXIMATELY 26.4 ACRES OF LAND LOCATED APPROXIMATELY 1,200 FEET WEST OF THE INTERSECTION OF SOUTH COTTON LANE AND MC-85, FROM PAD (PLANNED AREA DEVELOPMENT) TO THE I-2 (GENERAL INDUSTRIAL) ZONING DISTRICT WITH A PAD (PLANNED AREA DEVELOPMENT) OVERLAY, AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR; PROVIDING FOR NON-ABRIDGMENT; PROVIDING FOR CORRECTIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR PENALTIES; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE (David Williams, Contract Planner).

SEDELLA COMMERCIAL RETAIL BUILDING WITH DRIVE-THROUGH USE PERMIT
 
RECOMMENDATION
 
Approve the request for a Use Permit for a Retail/Restaurant Building with a Drive-through on approximately 1.78 acres identified as PAD B in the Preliminary Site Plan (the “Retail/Restaurant Drive-Through Use Permit Site”) subject to stipulations. 9.
SEDELLA COMMERCIAL CONVENIENCE STORE WITH DRIVE-THROUGH USE PERMIT
 
RECOMMENDATION
 
Approve the request for a Use Permit for a Convenience Store with a Drive-through and gas pumps on approximately 1.37-acres identified as PAD A in the Preliminary Site Plan (the “Convenience Store Use Permit Site”) subject to stipulations. (Christian M. Williams, AICP, Principal Planner)

SEDELLA COMMERCIAL CAR WASH USE PERMIT
 
RECOMMENDATION

ADOPT RESOLUTION NO. 2023-2377, ACCEPTING THE FRAMEWORK AND TRANSITION PLAN FOR THE IMPLEMENTATION OF A RETIREE HEALTHCARE PLAN WITH THE TRANSITION COMMENCING ON DECEMBER 19, 2023 WITH A PLAN EFFECTIVE DATE OF JULY 1, 2024. (Lyman Locket, Human Resources Director, Jared Askelson, Deputy Finance Director)
