Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident.

NON-AGENDA ITEMS
Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No.2018-1879.

ADOPT RESOLUTION NO. 2024-2403, DECLARING AND ADOPTING THE RESULTS OF THE SPECIAL ELECTION FOR THE GENERAL PLAN HELD ON MAY 21, 2024; DECLARING THE RESULTS OF THE VOTE ON THE GENERAL PLAN 2035: GROWING GOODYEAR, PLANNING OUR FUTURE QUESTION; ORDERING THE CITY CLERK TO RECORD THIS RESOLUTION; AND SETTING AN EFFECTIVE DATE. APPROVAL OF NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR COPPER & SAGE GSQ
 
RECOMMENDATION
 
Recommend approval of Application No. 294559 to the Arizona Department of Liquor Licenses and Control (DLLC). Agent Joseph Paul Lucidi has submitted this application for a New Series 12 liquor license for Copper & Sage GSQ, which will be located at 1971 N Globe Dr, Unit 105, Goodyear, Arizona 85395. 6.
PARTIAL TERMINATION OF AN EXISTING DRAINAGE EASEMENT OVER LOT 33 OF THE FINAL PLAT FOR BALLPARK VILLAGE-WOOD CORPORATE CAMPUS
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2024-2409 CONDITIONALLY APPROVING THE TERMINATION OF A PORTION OF AN EXISTING DRAINAGE EASEMENT; PROVIDING AUTHORIZATION AND DIRECTION FOR RECORDATION; AND PROVIDING EFFECTIVE DATES OF THE TERMINATION AND RESOLUTION. (Kimberly Romero, Real Estate Coordinator)

VACATE AND ABANDON A PORTION OF RIGHT OF WAY ACQUIRED FOR WEST GOODYEAR BOULEVARD NORTH LOCATED APPROXIMATELY 795 FEET EAST OF THE ESTRELLA PARKWAY INTERSECTION

LICENSE AGREEMENT TO USE PHOENIX POLICE DEPARTMENT PHOENIX EMERGENCY VEHICLE OPERATIONS CENTER
 
RECOMMENDATION
 
Approve the Revocable License and Hold Harmless Agreement between City of Goodyear and City of Phoenix Police. (Art Miller, Interim Chief of Police)
 
 
 
9.
INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE MARICOPA COUNTY SHERIFF'S OFFICE FOR LAW ENFORCEMENT SERVICES IN THE SONORAN VALLEY
 
RECOMMENDATION
 
Approve Intergovernmental Agreement (IGA) with Maricopa County Sheriff’s Office (MCSO) for law enforcement services in the Sonoran Valley. (Art Miller, Interim Chief of Police)
 
 
10.
AUTHORIZING THE MODIFICATION OF ASSESSMENT NUMBER 27-01-001 WITHIN THE MCDOWELL ROAD COMMERCIAL CORRIDOR IMPROVEMENT DISTRICT (“MRCCID”) 
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2024-2406 APPROVING THE MODIFICATION OF ASSESSMENT NUMBER 27-01-001 WITHIN THE MCDOWELL ROAD COMMERCIAL CORRIDOR IMPROVEMENT DISTRICT. (Jared Askelson, Finance Director)

AUTHORIZATION OF CONTRACT FOR EXPENDITURE OF CONSTRUCTION FUNDS FOR APPROVED CIP PROJECT #42050 – TRAFFIC MANAGEMENT CENTER PARKING LOT IMPROVEMENTS
 
RECOMMENDATION
 
Authorize the contract for expenditure of construction funds up to $768,700 for Capital Improvement Program (CIP) Project #42050 – Traffic Management Center Parking Lot Improvements. (David Jossund, Sr. Project Manager)
 
 
12.
AGREEMENT WITH BUCKEYE WATER CONSERVATION AND DRAINAGE DISTRICT (BWCDD) FOR EMERGENCY DISCHARGE OF BRINE AND INDUSTRIAL COOLING WATER
 
RECOMMENDATION
 
Approve the agreement with BWCDD to accept brine and industrial cooling water on an intermittent basis. (Barbara Chappell, Water Services Director)
 
 
13.
ADOPTION OF PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM FY2025 PENSION FUNDING POLICY
 
RECOMMENDATION
 
Adopt the Public Safety Personnel Retirement System FY2025 Pension Funding Policy.  (Jared Askelson, Finance Director)
 
 
14.
EL CIDRO PHASE 2 PARCEL 1C FINAL PLAT
 
RECOMMENDATION
 
Conditionally approve the Final Plat of El Cidro Phase 2, Parcel 1C subdividing approximately 36.57 acres generally located near the northeast corner of S. Citrus Road and W. Broadway Road into 160 lots and 12 tracts, subject to stipulations. (Marty Crossland, Deputy Director of Development Engineering)

PUBLIC HEARING ON PROPOSED PROPERTY TAX LEVY FOR FY2025 (TRUTH-IN-TAXATION HEARING) AND ON PROPOSED FINAL BUDGET ADOPTION FOR FY2025 AND APPROVAL OF TRUTH IN TAXATION INCREASE BY ROLL CALL VOTE
 
RECOMMENDATION
 
Conduct a public hearing on Resolution No. 2024-2381, which adopts the final estimates by the city of Goodyear for the fiscal year beginning July 1, 2024 and ending June 30, 2025 and on the proposed primary property tax levy increase of $277,689; and Approve the Truth-in-Taxation increase of $277,689 for FY2025 by a roll call vote. RECOMMENDATION

APPROVE CONTRACT AGREEMENT BETWEEN FLYING BUCKET, LLC AND GOODYEAR FIRE DEPARTMENT FOR FIRE AND EMERGENCY MEDICAL SERVICES
 
RECOMMENDATION
 
Approve contract agreement between Flying Bucket, LLC and Goodyear Fire Department for fire and emergency medical services for an area located south of Fire Station 187. (Paul Luizzi, Fire Chief)
