NON-AGENDA ITEMS Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
AGENDA ITEMS Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation. PROCEDURES Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. RECOMMENDATION

REPLAT OF PALM VALLEY PAVILIONS LOT 6 AND A PORTION OF LOT 7
RECOMMENDATION

REQUEST FOR 90-DAY EXTENSION OF THE FINAL PLAT FOR LA PRIVADA PARCELS 3 & 7 PHASE 1
RECOMMENDATION
Approve a 90-day extension of the Final Plat for La Privada Parcels 3 & 7 Phase 1 approved on January 23, 2023, subject to stipulations, which extension shall commence on August 10, 2024, the date of the current approval expiration. (Marty Crossland, Deputy Director of Development Engineering)

MAP OF DEDICATION FOR LA JOLLA VISTA
RECOMMENDATION
Conditionally approve the Map of Dedication for La Jolla Vista, subject to stipulations. (Marty Crossland, Deputy Director of Development Engineering)

LITCHFIELD ROAD ANNEXATIONS, SOUTH OF W LOWER BUCKEYE ROAD (SDC I AND II)
RECOMMENDATION
Authorize staff to initiate the annexation of approximately 0.558 acres of property along Litchfield Road south of West Lower Buckeye Road and 3.342 acres of property along Litchfield Road south of West Lower Buckeye Road. (Guadalupe Ortiz Cortez, Senior Planner)

FEDERAL BUREAU OF INVESTIGATIONS (FBI) CHILD EXPLOITATION AND HUMAN TRAFFICKING TASK FORCE (CEHTTF) MEMORANDUM OF UNDERSTANDING (MOU) WITH CITY OF GOODYEAR
RECOMMENDATION
Approve the MOU between the City of Goodyear Police Department and the FBI for participation in the CEHTTF and the Cost Reimbursement Agreement. (Jeff Mercy, Interim Chief of Police)

TWO INTERGOVERNMENTAL AGREEMENTS (IGA) WITH AGUA FRIA UNION HIGH SCHOOL DISTRICT NO. 216 FOR DESERT EDGE AND MILLENNIUM HIGH SCHOOL RESOURCE OFFICER SERVICES
RECOMMENDATION
Authorize the City Manager or designee to execute two Intergovernmental Agreements (IGA) between Agua Fria Union High School District No. 216 and the City of Goodyear to provide SRO services to the District at Desert Edge High School and Millennium High School. (Jeff Mercy, Interim Chief of Police)

APPROVAL OF PARTIAL TERMINATION AND RELEASE OF EASEMENT
RECOMMENDATION
Approve the Partial Termination and Release of Easement, terminating and releasing portions of an existing sidewalk easement no longer needed and authorize its execution by the City Manager and recordation with the Maricopa County Recorder. (Colton Blyle, Real Estate Services Specialist)

DEVELOPMENT AGREEMENT WITH GOODYEAR LEASED HOUSING ASSOCIATES II, LIMITED PARTNERSHIP, FOR MULTI-FAMILY RENTAL DEVELOPMENT UNDER THE AMERICAN RESCUE PLAN ACT
RECOMMENDATION
Authorize the City Manager to execute a development agreement to pass-through ARPA funds to be used to support the development of affordable housing in Goodyear and associated budget transfers. (Jenna Goad, Assistant to the City Manager)

AUTHORIZE A CONTRACT FOR THE EXPENDITURE OF FUNDS FOR DESIGN AND PRE-CONSTRUCTION SERVICES ON THE APPROVED CIP PROJECT #61014 – GOODYEAR WRF EXPANSION
RECOMMENDATION
Authorize a contract for the expenditure of funds for design and pre-construction services for up to $6,428,000 for Capital Improvement Program (CIP) Project #61014 – Goodyear WRF Expansion. (Barbara Chappell, Water Services Director)

AUTHORIZATION OF CONTRACT FOR THE EXPENDITURE OF CONSTRUCTION FUNDS FOR CIP PROJECT #60103 - CORGETT WRF CLARIFIER REHABILITATION AND TRANSFER OF FUNDS IN THE AMOUNT OF $651,000 TO CIP PROJECT #61016 – CENTRAL AVENUE SEWER LINE AND WELLS FARGO LIFT STATION.
RECOMMENDATION
Authorize the contract for the expenditure of construction funds up to $2,900,000 for Capital Improvement Program (CIP) Project #60103 – Corgett WRF Clarifier Rehabilitation and transfer of wastewater operating funds in the amount of $651,000 to CIP Project #61016 – Central Avenue Sewer Line and Wells Fargo Lift Station. AMENDMENT TO ZONING ORDINANCE REGULATIONS RELATED TO SELF-SERVICE STORAGE FACILITIES, USE PERMITS, AND SPECIAL USE PERMITS
RECOMMENDATION
ADOPT ORDINANCE 2024-1606, AMENDING GOODYEAR ZONING ORDINANCE ARTICLE 2-2 (DEFINITIONS), AMENDING SECTIONS 3-3-2, 3-3-3, 3-4-1, 3-4-2 OF ARTICLE 3 (ZONING DISTRICTS), AMENDING SECTION 4-1-3 (SPECIAL USES CONSIDERED IN SPECIFIED DISTRICTS) OF ARTICLE 4 (REGULATION OF PARTICULAR USES) AND ADDING SECTION 4-2-20 TO ARTICLE 4-2 (USES REQUIRING ADDITIONAL EVALUATION) RELATED TO SELF-SERVICE STORAGE FACILITIES, USE PERMITS, AND SPECIAL USE PERMITS; PROVIDING FOR CORRECTIONS, SEVERABILITY, AND AN EFFECTIVE DATE; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE.
