Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident. NON-AGENDA ITEMS Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
AGENDA ITEMS Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation. PROCEDURES Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. MAP OF DEDICATION FOR FULTON HOMES BALLPARK VILLAGE PHASE 1A
RECOMMENDATION
Conditionally approve the Map of Dedication for Ballpark Village – Phase 1A, subject to stipulations. (Marty Crossland, Deputy Director of Engineering Development)
5.
FINAL PLAT FOR GSQ REGIONAL CENTER- PHASE 1 WEST GOODYEAR WAY
RECOMMENDATION
Conditionally approve the Final Plat for Goodyear Regional Center, to replat six lots, a portion of a seventh lot, and one tract into nine lots and one tract comprising a total of 122.024 acres, subject to stipulations. (Marty Crossland, Deputy Director of Development Engineering).

FINAL PLAT OF FULTON HOMES BALLPARK VILLAGE PHASE 1A
RECOMMENDATION
Approve the Final Plat of Ballpark Village – Phase 1A subdividing approximately 14.58 acres into 30 lots and 7 tracts, subject to stipulations. (Marty Crossland, Deputy Director of Engineering Development)

EDUCATIONAL SERVICES AGREEMENT WITH MARICOPA COUNTY COMMUNITY COLLEGE DISTRICT
RECOMMENDATION
Approve and authorize the City Manager to execute the Educational Services Agreement with Maricopa County Community College District for the provision of certain educational services. (Brian Issitt, Chief of Police)

APPROVE BUDGET AMENDMENT OF CITY MANAGER'S CONTINGENCY
RECOMMENDATION
Approve the budget amendment of the City Manager's Contingency Fund. (Jared Askelson, Finance Director)
9.
AUTHORIZATION OF THE EXPENDITURE OF CONSTRUCTION FUNDS FOR APPROVED CIP PROJECT #60034 – BRINE DISPOSAL IMPROVEMENT PIPELINE PROJECT
RECOMMENDATION
Authorize the expenditure of funds up to $12,245,000 for Capital Improvement Program (CIP) Project #60034 – Brine Disposal Improvement Pipeline Project. (Anthony Dudley, Acting Water Services Director)

AUTHORIZATION OF THE EXPENDITURE OF CONSTRUCTION FUNDS FOR APPROVED CIP PROJECT #60077 – RAINBOW VALLEY WRF EXPANSION
RECOMMENDATION
Authorize the expenditure of funds for Guaranteed Maximum Price (GMP)-3 up to $17,400,000 for Capital Improvement Program (CIP) Project #60077 - Rainbow Valley Water Reclamation Facility Expansion. (Anthony Dudley, Acting Water Services Director)

RECOMMENDATION

PENSKE TRUCK LEASING ANNEXATION
RECOMMENDATION
Authorize staff to initiate the annexation of Assessor's Parcel Number 502-37-064M approximately 4.92 acres of property, generally located on the south side of West McDowell Road, just west of the 183rd Drive alignment. (Christian Williams, Planning Manager)

AMENDMENTS TO CHAPTER 15 OF GOODYEAR CODE OF ORDINANCES (SUBDIVISION REGULATIONS)
RECOMMENDATION
ADOPT ORDINANCE NO. 2024-1615, AMENDING GOODYEAR CITY CODE AMENDING SECTIONS 15-2-3 (STAGE II – PRELIMINARY PLAT) AND 15-2-5 (STAGE III – FINAL PLAT) OF ARTICLE 15-2 (PLATTING PROCEDURES AND REQUIREMENTS) AND SECTION 15-3-6 (CONDOMINIUM DEVELOPMENTS AIRSPACE PLANNING) OF ARTICLE 15-3 (SUBDIVISION DESIGN PRINCIPLES AND STANDARDS) OF CHAPTER 15 (SUBDIVISION REGULATIONS) RELATED TO ADMINISTRATIVE REVIEW AND APPROVAL OF PLATS AND AMENDED PLATS AND MINOR SCRIVENER'S ERROR; PROVIDING FOR CORRECTIONS, SEVERABILITY.
