Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident.

NON-AGENDA ITEMS
Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No. 2025-2441.

APPROVAL OF SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR MAGDALENA STEAK
 
RECOMMENDATION
 
Recommend approval of Application No. 381873 to the Arizona Department of Liquor Licenses and Control (DLLC) for a Series 12 (Restaurant) liquor license for Magdalena Steak located at 1845 N. Globe Dr., Suite 108, Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)

APPROVAL OF BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION
 
Approval of budget amendments, related expenditure authority, and the administrative award authority for expenditures exceeding $500,000. (Ryan Bittle, Finance Manager)
 
 
5.
APPROVAL OF BULK WATER AGREEMENT WITH LIBERTY UTILITIES
 
RECOMMENDATION
 
Approve the Bulk Water Agreement with Liberty Utilities and providing authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. (Anthony Dudley, Interim Water Services Director)
 
 
6.
APPROVAL OF INTERGOVERNMENTAL AGREEMENT (IGA) TO PARTICIPATE IN THE WEST VALLEY MOBILE FIELD FORCE TEAM (MFFT)
 
RECOMMENDATION
 
Approval of an IGA with multiple west valley cities to participate in the West Valley MFFT and providing authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the IGA. (Brian Issitt, Chief of Police)
 
 
7.
APPROVAL OF INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE STATE OF ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT) FOR INTELLIGENT TRANSPORTATION SYSTEMS DILEMMA ZONE PROTECTION EQUIPMENT
 
RECOMMENDATION
 
Approve the IGA with ADOT for funding, purchasing and installation of ITS Dilemma Zone Protection Equipment and providing authorization and direction to the Mayor, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. 8.
RESOLUTION AUTHORIZING ACQUISITIONS OF REAL AND PERSONAL PROPERTY INTERESTS NEEDED FOR THE ESTRELLA PARKWAY AND SPRING DRIVE TRAFFIC SIGNAL IMPROVEMENTS PROJECT (CIP #42101)
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2026-2513 AUTHORIZING THE ACQUISITION OF REAL AND PERSONAL PROPERTY INTERESTS NEEDED FOR THE ESTRELLA PARKWAY AND SPRING DRIVE TRAFFIC SIGNAL IMPROVEMENT PROJECT. (Kimberly Romero, Real Estate Supervisor)

RESOLUTION AUTHORIZING THE SUBMISSION OF A DEPARTMENT OF HOMELAND SECURITY GRANT APPLICATION
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2026-2514 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE FY2026 PHOENIX URBAN AREA SECURITY GRANT FUNDS FOR $391,000, FOR THE GOODYEAR POLICE DEPARTMENT, TO PURCHASE NIGHT VISION DEVICES, AUTHORIZING THE CITY MANAGER, OR THEIR DESIGNEE, TO EXECUTE ALL DOCUMENTS RELATING TO THE GRANT APPLICATION AND GRANT AWARD, AND AUTHORIZING A BUDGET TRANSFER TO ALLOW FOR EXPENDITURE OF THE GRANT (IF GRANT FUNDS ARE AWARDED). (Brian Issitt, Chief of Police)

RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE DEPARTMENT OF JUSTICE (DOJ) FOR A CRIME GUN INTELLIGENCE CENTER (CGIC).
 
RECOMMENDATION
 
ADOPT RESOLUTION NO. 2026-2515 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE FY2025 LOCAL LAW ENFORCEMENT CRIME GUN INTELLIGENCE CENTER INTEGRATION GRANT FUNDS FOR $441,884, FOR THE GOODYEAR POLICE DEPARTMENT, TO PURCHASE A MATCHPOINT ANALYSIS STATION, BRASSTRAX ACQUISITION STATION, AND A PAG800 STEREO ZOOM MICROSCOPE TO ESTABLISH  A CRIME GUN INTELLIGENCE CENTER, AUTHORIZING THE CITY MANAGER, OR THEIR DESIGNEE, TO EXECUTE ALL DOCUMENTS RELATING TO THE GRANT APPLICATION AND GRANT AWARD, AND AUTHORIZING A BUDGET TRANSFER TO ALLOW FOR EXPENDITURE OF THE GRANT (IF GRANT FUNDS ARE AWARDED). (Brian Issitt, Chief of Police)

SECOND HEARING FOR THE ANNEXATION OF LIBERTY ELEMENTARY SCHOOL DISTRICT NO. 25
 
RECOMMENDATION
 
ADOPT ORDINANCE NO. 2026-1645, EXTENDING AND INCREASING THE CORPORATE LIMITS OF THE CITY OF GOODYEAR, MARICOPA COUNTY, STATE OF ARIZONA, PURSUANT TO THE PROVISIONS OF TITLE 9, CHAPTER 4, ARTICLE 7, ARIZONA REVISED STATUTES AND AMENDMENTS THERETO, BY ANNEXING APPROXIMATELY 16.25 ACRES OF PROPERTY GENERALLY LOCATED ALONG W. LOWER BUCKEYE ROAD, EAST OF S. PERRYVILLE ROAD, WHICH IS CONTIGUOUS TO AND SURROUNDED BY THE EXISTING CITY LIMITS OF THE CITY OF GOODYEAR. (Guadalupe Ortiz Cortez, Principal Planner)

ORDINANCES ADOPTING THE 2024 INTERNATIONAL TECHNICAL BUILDING CODE AND 2024 INTERNATIONAL FIRE CODE
 
RECOMMENDATION
 
ADOPT ORDINANCE NO. 2026-1646 AMENDING SECTION 9-1-1 (ADOPTION BY REFERENCE) OF ARTICLE 9-1 (TECHNICAL CODES) OF CHAPTER 9 (BUILDINGS AND BUILDING REGULATIONS) OF THE GOODYEAR CITY CODE. and

ADOPT ORDINANCE NO. 2026-1647 AMENDING SECTION 5-2-1 (INTERNATIONAL FIRE CODE ADOPTED) OF ARTICLE 5-2 OF CHAPTER 5 (FIRE DEPARTMENT) OF THE GOODYEAR CITY CODE. (Katie Wilken, Development Services Director; Cheryl Mullis, Chief Building Official)

SALT RIVER PROJECT (SRP) NON-RESIDENTIAL LAWN CONVERSION PROGRAM ASSISTANCE AGREEMENT

Approve SRP Non-Residential Lawn Conversion Program Assistance Agreement and provide authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the Agreement. (Anthony Dudley, Interim Water Services Director)
