Please complete a speaker card and submit it to the City Clerk prior to the meeting being convened, if possible. Each speaker is limited to three (3) minutes. Once the City Clerk has called your name, step up to the lectern and begin by clearly stating your name for the record and whether you are a Goodyear resident.

NON-AGENDA ITEMS
Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No. 2025-2441.

APPROVAL OF SERIES 12 (RESTAURANT) AND SERIES 7 (TRANSFER) LIQUOR LICENSE FOR POSTINO
 
RECOMMENDATION
 
Recommend approval of Application No. 400886 and Application No. 400895 to the Arizona Department of Liquor Licenses and Control (DLLC) for the transfer of an existing Series 7 Beer and Wine Bar License and issuance of a new Series 12 Restaurant Liquor License for Postino, located at 1800 N. Bullard Avenue, Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)

APPROVAL OF SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR FEDERICO'S MEXICAN FOOD
 
RECOMMENDATION
 
Recommend approval of Application No. 400984 to the Arizona Department of Liquor Licenses and Control (DLLC) for a Series 12 (Restaurant) liquor license for Federico's Mexican Food located at 2455 N. Pebblecreek Pkwy., Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)

APPROVAL OF BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION
 
Approval of budget amendments, related expenditure authority, and the administrative award authority for expenditures exceeding $500,000. (Ryan Bittle, Deputy Finance Director)
 
 
6.
APPROVAL OF LETTER OF AGREEMENT WITH KB HOME FOR REIMBURSEMENT OF CERTAIN DEVELOPMENT FEES RELATED TO THE CONSTRUCTION OF A SINGLE-FAMILY HOME
 
RECOMMENDATION
 
Approve the letter of agreement to reimburse certain fees paid for a single-family home that will be conveyed to a U.S. military veteran as part of the Building Homes for Heroes program and provide authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. 7.
APPROVAL OF INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE CITY OF BUCKEYE FOR EMERGENCY COMMUNICATIONS AND DISPATCHING BACKUP SERVICES
 
RECOMMENDATION
 
Approve the IGA with the city of Buckeye for Emergency Communications and Dispatching Services, and provide authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. 8.
APPROVE ARIZONA 9-1-1 PROGRAM FUNDING ASSISTANCE AGREEMENT
 
RECOMMENDATION
 
Approve the Arizona 9-1-1 Program Funding Assistance Agreement with the Arizona Department of Administration, and provide authorization and direction to the Mayor, or their designee, to execute all documents relating to the grant agreement and approve the required budget transfer (if Grant Funds are awarded). 9.
APPROVE HIE PARTICIPATION AGREEMENT WITH CONTEXTURE, A WEB-BASED SEARCH ENGINE FOR PATIENT DEMOGRAPHICS
 
RECOMMENDATION
 
Approve the HIE Participation Agreement with Contexture, terminate the existing HIE Participation Agreement, dated September 4, 2025, and authorize the annual expenditure of $975 from the Goodyear Fire Department operating budget, and provide authorization and direction to the City Manager, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. 10.
RESOLUTION APPROVING THE DEVELOPMENT AGREEMENT FOR REIMBURSEMENT OF TRAFFIC SIGNAL IMPROVEMENTS
 
RECOMMENDATION
 
Adopt Resolution No. 2026-2531 approving the Development Agreement for reimbursement of traffic signal improvements. (Kini Knudson, Deputy City Manager)
 
 
11.
RESOLUTION SUPPORTING THE MUNICIPAL SPONSORSHIP REQUEST FOR 2026 AK-CHIN PROP 202 FUNDING
 
RECOMMENDATION
 
Adopt Resolution No. 2026-2532 supporting the submission of 2026 grant applications by Las Brisas Academy Parent Teacher Organization and Southwestern Institute for the Education of Native Americans, to the Ak-Chin Indian Community and authorizing the City Manager, or their designee, to execute all documents relating to said applications, and to accept and administer subsequent awarded funds, and any amendments thereto, as a pass-through grant. (Christina Panaitescu, Community Partnerships Program Manager)

APPROVAL OF A USE PERMIT FOR CONVENIENCE STORE WITH GAS STATION AT COTTON LANE AND MC-85
 
RECOMMENDATION
 
Approve a Use Permit for a convenience use (convenience store including retail gasoline sales), on approximately 5.22 acres zoned as Planned Area Development (PAD) with underlying flexible zoning that permits industrial, commercial, and public facilities uses, located at the southwest corner of Cotton Lane and MC-85. (Ann Dolmage, Principal Planner)
 
 
13.
ORDINANCE ADOPTING CITY OF GOODYEAR ZONING ORDINANCE DATED JULY 2026
 
RECOMMENDATION
 
Adopt Ordinance No. 2026-1652 adopting City of Goodyear Zoning Ordinance dated July 1, 2026, and repealing Ordinance No. 99-655. (Christian M. Williams, Planning Manager; Guadalupe Ortiz Cortez, Principal Planner)

APPROVAL OF FISCAL YEAR (FY) 2026-2027 COMMUNITY GRANT FUNDING RECOMMENDATIONS
 
RECOMMENDATION
 
Approve the recommended FY2026-2027 Community Grant Funding allocations as recommended by the Community Grant Funding Subcommittee. (Guylene Ozlanski, Parks and Recreation Deputy Director)

2026 POST-LEGISLATIVE SESSION OVERVIEW & GOVERNMENT RELATIONS UPDATE
 
RECOMMENDATION
 
Council to receive an update on government relations activities at the regional, state, and federal levels and provide direction to staff. No action will be taken. (Edwin Hernandez-Vargas, Chief Government Affairs Officer)

Comments, commendations, reports on current events and presentations by Mayor, Councilmembers, or the City Manager. The Council may not propose, discuss, deliberate or take any legal action on the information presented, pursuant to A.R.S. 38-431.02.

Pursuant to A.R.S. §38-431.03(A)(3) & (4): For legal advice and consultation and to consider its position and to provide instruction/direction to City Attorney and City Manager regarding city's position in connection with contracts that are the subject of negotiations and for legal advice regarding annexation related to property generally located near 187th Avenue and W. Yuma Road.
