NON-AGENDA ITEMS Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:
AGENDA ITEMS Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation. PROCEDURES Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. GROUNDWATER SAVINGS FACILITY AGREEMENT WITH ROOSEVELT IRRIGATION DISTRICT
Recommendation
- Approve the Groundwater Facility Agreement between the Roosevelt Irrigation District and the City of Goodyear, Arizona.
- Authorize and direct the City Manager or her designee to take any and all actions to execute all documents necessary to carry out the intent of these agreements. (Gretchen Erwin, Water Resources and Sustainability Manager)

AGREEMENT WITH BUCKEYE WATER CONSERVATION AND DRAINAGE DISTRICT (BWCDD) FOR REPAIR AND IMPROVEMENTS TO THE BULLARD WASH OUTFALL
Recommendation
Approve the Agreement with the Buckeye Water Conservation and Drainage District for repairs and improvements to the Bullard Wash Outfall and the expenditure of funds to meet the terms of the Agreement. (Barbara Chappell, Deputy Public Works Director)

APPROVE EXPENDITURE UP TO $692,600 FOR THE PURCHASE OF RED ZONE GEAR
Recommendation
Approve expenditure of funds up to $692,600 to purchase remaining Red Zone particulate blocking firefighter turnout ensembles for all sworn personnel. (Paul Luizzi, Fire Chief)
5.
CONSENT TO ASSIGNMENT OF ESTRELLA AGREEMENTS
Recommendation
Approve and authorize City Manager to execute a Consent to Assignment in the draft form attached as Exhibit 1, allowing a limited liability company that that includes as its members and/or managers, Harvard Investments, Toll Brothers and Varde Partners, that will be acquiring interests of NNP III — Estrella Mountain Ranch, a Delaware Limited Liability Company, NNP III – EMR 3, LLC, a Delaware limited liability company, NNP III – EMR 4, LLC, a Delaware limited liability company, and Special AZ Properties I, LLC, an Arizona limited liability (collectively the “NNP Entities”) in real property subject to the various agreement to assume the NNP Entities rights, title, interest, in, and obligations under various agreements with the City. CONSENT TO ASSIGNMENT OF MADEIRA AGREEMENTS
Recommendation
Approve and authorize City Manager to execute a Consent to Assignment in the draft form attached as Exhibit 1, allowing a limited liability company that that includes as its members and/or managers, Harvard Investments, Toll Brothers and Varde Partners, that will be acquiring interests of Madeira-Maricopa, LLC, a Delaware limited liability company (“Madeira”) in real property subject to the various agreement to assume Madeira’s rights, title, interest, in, and obligations under various agreements with the City. Recommendation
Approve support of the American Diabetes Association's Tour de Cure Arizona: 56 through the provision of public safety in-kind services. (Julie Karins, City Manager)
